Whereas, in particular, the Council has adopted Directive 90/675/EEC of 10 December 1990 laying down the principles governing the organization of veterinary checks on products entering the Community from third countries (3), Directive 91/496/EEC of 15 July 1991 laying down the principles governing the organization of veterinary checks on animals entering the Community from third countries (4) and Directive 91/628/EEC of 19 November 1991 on the protection of animals during transport (5);

Cette proposition prevoit essentiellement : a. la reduction pour 5 campagnes (1986/87 a 1990/91) du regime de quotas actuel; b. le maintien des quotas a leur niveau applicable en 1985/86; c. le maintien du principe de l'autofinancement du secteur par les producteurs eux-memes; d. le renforcement des mecansimes d'autofinancement par le relevement de la cotisation de base (sucres et isoglucoses A et B) de 2% a 2,5% du prix d'intervention et de la cotisation B de 37,5% a 47% dudit prix; e. le constat d'un deficit budgetaire de 400 MECUS non couvert par les contributions des producteurs pour l'ensembe des 5 campagnes 1981/82 - 1985/86 a resorber moyennant le relevement des plafonds en cause pendant la periode des 5 campagnes a venir.
The main points in this proposal were as follows : a. the present quota system should be continued for five more marketing years (1986/87 to 1990/91); b. quotas would be kept at the level applicable in 1985/86; c. the sector would continue to be self-financing, with contributions form the producers themselves; d. the self-financing mechanisms would be strengthened by increasing the basic levy (A and B sugar and isoglucose) from 2% to 2.5% of the intervention price and the B levy from 37.5% to 47% of the said price; e. the budgetary deficit of 400 million ECU which producers' contributions over the five-year period 1981/82 - 1985/86 had failed to cover would be reduced by raising the ceilings in question over the next five marketing years.
