Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. The manifestations vary and include depressed mood, anxiety or worry (or mixture of these), a feeling of inability to cope, plan ahead, or continue in the present situation, as well as some degree of disability in 9the performance of daily routine. Conduct disorders may be an associated feature, particularly in adolescents. Des facteurs de stress psychosociaux relativement peu sévères parmi les événements de la vie ( life events ) peuvent précipiter la survenue ou influencer le tableau clinique d'un grand nombre de troubles classés ailleurs dans ce chapitre, mais il n'est pas toujours possible de leur attribuer un rôle étiologique, d'autant plus qu'il faut prendre en considération des facteurs de vulnérabilité, souvent idiosyncrasiques, propres à chaque individu. Les événements stressants ou les circonstances pénibles persistantes constituent le facteur causal primaire et essentiel, en l'absence duquel le trouble ne serait pas survenu. Les troubles réunis dans ce chapitre peuvent ainsi être considérés comme des réponses inadaptées à un facteur de stress sévère ou persistant dans la mesure où ils interfèrent avec des mécanismes adaptatifs efficaces et conduisent ainsi à des problèmes dans la fonction sociale.
Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

Afin d’assurer l’exécution des obligations ayant trait à la pharmacovigilance introduites par le règlement (UE) no 1235/2010 et la directive 2010/84/UE, il est nécessaire d’adapter le règlement (CE) no 658/2007 de la Commission du 14 juin 2007 concernant les sanctions financières applicables en cas d’infraction à certaines obligations fixées dans le cadre des autorisations de mise sur le marché octroyées en vertu du règlement (CE) no 726/2004 du Parlement européen et du Conseil , de manière que toute infraction à ces obligations puisse être frappée des sanctions financières prévues par le règlement (CE) no 658/2007.
In order to ensure the enforcement of the obligations relating to pharmacovigilance introduced by Regulation (EU) No 1235/2010 and Directive 2010/84/EU, it is necessary to adapt Commission Regulation (EC) No 658/2007 of 14 June 2007 concerning financial penalties for infringement of certain obligations in connection with marketing authorisations granted under Regulation (EC) No 726/2004 of the European Parliament and of the Council so that any infringement of those obligations may be subject to the financial penalties provided for in Regulation (EC) No 658/2007.

5. La procédure d'examen visée à l'article 16, paragraphe 3, du règlement (UE) no 236/2014 ne s'applique pas aux modifications non substantielles ou aux adaptations techniques apportées aux documents de stratégie thématiques et aux programmes indicatifs pluriannuels, en vertu desquels des fonds sont réaffectés au sein des dotations financières indicatives par domaine prioritaire ou le montant de la dotation financière indicative initiale est augmenté ou diminué de 20 % au plus mais pour un montant ne dépassant pas 10 000 000 EUR, pour autant que ces modifications ou adaptations techniques n'affectent pas les domaines prioritaires ni les objectifs arrêtés dans ces documents.
5. The examination procedure referred to in Article 16(3) of Regulation (EU) No 236/2014 shall not apply to non-substantial modifications or technical adjustments to thematic strategy papers and multiannual indicative programmes pursuant to which funds are reassigned within the indicative financial allocations per priority area, or the size of the initial indicative financial allocation is increased or decreased by not more than 20 % but by an amount not exceeding EUR 10 000 000, provided that such modifications or technical adjustments do not affect the priority areas and objectives set out in those documents.
