Sur proposition de M. Bruce MILLAN, Commissaire responsable des politiques régionales, la Commission vient d'adopter un programme prévoyant un concours communautaire global de 21,6 MECU (33 milliards de Lit ou 150 millions de FF) pour la mise en oeuvre de l'initiative communautaire INTERREG dans les zones des régions Corse et Sardaigne. Ce concours se compose des dotations suivantes : FEDER = 19 MECU, FSE = 1 MECU et FEOGA-orientation = 1,6 MECU". La coopération transfrontalière est toujours un objectif majeur pour l'action communautaire" a souligné M. MILLAN, "mais elle l'est d'autant plus quand il s'agit de rapprocher des îles, leurs populations, en les intégrant dans un ensemble économique commun". Le programme, dont bénéficieront le département de la Corse du Sud et la province de Sassari, est articulé autour de cinq axes d'intervention: (i) l'amélioration des équipements portuaires destinés à accroître les capacités de transport maritime entre la Corse du Sud et la province de Sassari tant pour les passagers que pour les marchandises; (ii) l'encouragement à la coopération scientifique par des programmes communs de recherche entre les universités de Corse et de Sassari et d'échanges entre les instituts de recherche en agronomie (iii) la valorisation de l'espace marin commun, notamment par la promotion d'itinéraires touristiques dans le bassin nautique Corse-Sarde et des actions de protection de l'archipel de la Maddalena et des îles Lavezzi; (iv) l'incitation aux échanges économiques entre les deux îles, notamment par des services aux entreprises et et des actions de formation aux métiers du sport et du tourisme (v) le développement des échanges transfrontaliers : il s'agit d'un ensemble de mesures destinées à faciliter une meilleure connaissance mutuelle des populations.
On a proposal by Mr Bruce Millan, Member of the Commission responsible for Regional Policy, the Commission has adopted a programme for overall Community financial aid of ECU 21.6 million (providing LIT 33 billion or FF 150 million for the implementation of the Community INTERREG initiative in parts of Corsica and Sardinia. This assistance is made up as follows: ERDF = ECU 19 million, ESF = ECU 1 million and EAGGF Guidance ECU = 1.6 million". Cross-border cooperation is always a major objective of Community measures" underlined Mr Millan, "but it is all the more so when this involves bringing together islands and their people, by integrating them into a common economic whole". The programme, which will benefit the department of South Corsica and the province of Sassari, is centred on five main priorities: (i) the improvement of port installations intended to increase passenger and goods transport capacities between South Corsica and the Province of Sassari; (ii) encouragement of scientific cooperation via common research programmes between the universities of Corsica and Sassari with exchanges between the agricultural research centres (iii) optimum use of common sea space, particularly by the promotion of tourist routes in the Corsica-Sardinia basin and measures to protect the Maddalena archipelago and the Lavezzi islands; (iv) incentives for trade between the two islands, in particular by services provided to companies and the training schemes for those working in sport and tourism (v) the development of cross-border trade: this involves a number of measures intended to improve knowledge of each other's people.
