Ces actions contribuent donc aussi à compenser les effets à long terme du vieillissement de la population, dans le droit fil des objectifs de la «stratégie Europe 2020 pour une croissance intelligente, durable et inclusive»[2].

As regards the Structural Funds in particular, the legislator decided that the action of the Structural Funds and the EAGGF Guarantee Section concerning rural development measures should be "complementary to, or intended to contribute to, the action of the Member States" (preamble 27 to Regulation (EC) No 1260/1999) and so should "complement or contribute to corresponding national actions" (Article 8(1) of Regulation (EC) No 1260/1999).

(26) Étant donné que les objectifs du programme envisagé, qui concerne la mise en oeuvre de la stratégie communautaire dans les domaines de l'énergie contribuant au développement durable, ne peuvent pas être réalisés de manière suffisante par les États membres, car cette mise en oeuvre implique une action de promotion et des échanges sur la base d'une étroite coopération à l'échelle européenne entre les différents acteurs aux niveaux, national, régional et local, et peuvent donc être mieux réalisés au niveau communautaire, la Communauté peut prendre des mesures, conformément au principe de subsidiarité consacré à l'article 5 du traité.
(26) Since the objectives of the proposed programme, which concern the implementation of the Community strategy in the fields of energy contributing to sustainable development, cannot be sufficiently achieved by the Member States acting individually since a promotion campaign and exchanges are required, based on close cooperation on a European scale between the various players at national, regional and local level, and can therefore be better achieved at Community level, the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

(12) Étant donné que l'objectif de l'action envisagée, à savoir contribuer à la mise en oeuvre des obligations découlant de la convention d'Aarhus, ne peut pas être réalisé de manière suffisante par les États membres et peut donc, en raison des dimensions et des effets de l'action, être mieux réalisé au niveau communautaire, la Communauté peut prendre des mesures conformément au principe de subsidiarité consacré à l'article 5 du traité.
(12) Since the objective of the proposed action, namely to contribute to the implementation of the obligations arising under the Århus Convention, cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale and effects of the action, be better achieved at Community level, the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
