Le présent règlement n'affecte ni la poursuite ni la modification, y compris la suppression totale ou partielle, des projets concernés jusqu'à leur achèvement, ou d'un concours financier octroyé par la Commission en vertu des règlements (CE) no 680/2007 et (CE) no 67/2010, ou de toute autre législation applicable à ce concours financier au 31 décembre 2013, qui continuent de s'appliquer aux actions concernées jusqu'à leur achèvement.
This Regulation shall not affect the continuation or modification, including the total or partial cancellation, of the projects concerned, until their closure, or of financial assistance awarded by the Commission pursuant to Regulations (EC) No 680/2007 and (EC) No 67/2010, or any other law applying to that assistance on 31 December 2013, which shall continue to apply to the actions concerned until their closure.

2. Sans préjudice du paragraphe 1, le présent règlement n'affecte pas la poursuite ou la modification, y compris la suppression totale ou partielle, des actions concernées jusqu'à leur achèvement, ou jusqu'à l'octroi d'une aide financière par la Commission ou par des organismes de financement au titre de la décision no 1982/2006/CE ou de tout autre acte législatif régissant ladite aide au 31 décembre 2013, qui continuent de s'appliquer aux actions concernées jusqu'à leur achèvement.
2. Without prejudice to paragraph 1, this Regulation shall not affect the continuation or modification, including the total or partial termination, of the actions concerned, until their closure, or until the award of financial assistance by the Commission or funding bodies under Decision No 1982/2006/EC or any other legislation applying to that assistance on 31 December 2013, which shall continue to apply to the actions concerned until their closure.

2. Sans préjudice du troisième alinéa, les modalités et les conditions convenues dans le cadre de l’accord de passation conjointe de marché, visées à l’article 26, paragraphe 6, premier alinéa, ou le contrat désignant une plate-forme d’enchères en vertu de l’article 26, paragraphe 1 ou 2, peuvent déroger au paragraphe 1 du présent article en exigeant des États membres qui ont informé la Commission, conformément à l’article 30, paragraphe 4, de leur décision de ne pas participer à l’action commune prévue par l’article 26, paragraphes 1 et 2, mais qui utilisent ultérieurement cette plate-forme d’enchères désignée conformément à l’article 26, paragraphe 1 ou 2, qu’ils payent à la plate-forme d’enchères concernée, y compris le ou les systèmes de compensation ou de règlement auxquels elle est connectée, les coûts des services visés à l’article 27, paragraphe 1, et à l’article 28, paragraphe 1, correspondant à la part des quotas mis aux enchères par cet État membre à compter de la date à laquelle il commence à mener des enchères sur la plate-forme désignée en vertu de l’article 26, paragraphe 1 ou 2, jusqu’à la résiliation ou l’expiration du mandat de cette plate-forme.
2. Without prejudice to the third subparagraph, the terms and conditions of the joint procurement agreement, referred to in the first subparagraph of Article 26(6) or the contract appointing an auction platform pursuant to Article 26(1) or (2) may derogate from paragraph 1 of this Article by requiring Member States that have notified the Commission pursuant to Article 30(4) of their decision not to participate in the joint action as provided in Article 26(1) and (2), but subsequently make use of the auction platform appointed pursuant to Article 26(1) or (2), may be required to pay to the auction platform concerned, including the clearing system(s) or settlement system(s) connected to it, the costs of the services provided for in Articles 27(1) and 28(1) related to the share of allowances which that Member State auctions from the date when that Member State commences auctioning through the auction platform appointed pursuant to Article 26(1) or (2) until the termination or expiry of the term of appointment of that auction platform.

Measures taken include legislation on gender balance in decision-making bodies from the Parliamentary level down to regional committees, positive action to increase the number of women in higher positions, enforcement mechanisms such as equal treatment offices, information campaigns and training, and Member States have allocated financial resources to promote their policies.
