After the policy debate the Council noted the Commission's presentation of its strategy on advanced trans-European communications, in which field the Commission submitted - a communication on integrated broad-band communications (TEN-IBS) describing the preparatory measures which the Commission had adopted in that area and - two proposals for Decisions on: = a series of guidelines for the development of the ISDN as a trans- European network; = the adoption of a multi-annual Community project on the development of the ISDN (TEN-ISDN).

DEVELOPPEMENT DU RESEAU NUMERIQUE A INTEGRATION DE SERVICES (RNIS) EN TANT QUE RESEAU TRANSEUROPEEN Le Conseil a procédé à un débat approfondi sur : - une proposition de décision du Parlement européen et du Conseil concernant une série d'orientations pour le développement du RNIS en tant que réseau transeuropéen; - une proposition de décision du Conseil portant adoption d'une action communautaire pluriannuelle concernant le développement du RNIS en tant que réseau transeuropéen (TEN-RNIS). Il est rappelé que le RNIS est un réseau général polyvalent fournissant, via un accès unique, un large éventail de services dans le domaine de la transmission de la voix, de donnés et d'images et qu'il se greffe sur le réseau téléphonique existant.
DEVELOPMENT OF THE INTEGRATED SERVICES DIGITAL NETWORK (ISDN) AS A TRANS- EUROPEAN NETWORK The Council held an in-depth discussion on: - a proposal for a European Parliament and Council Decision on a series of guidelines for the development of the ISDN as a trans-European network; - a proposal for a Council Decision adopting a multiannual Community action programme on the development of the ISDN as a trans-European network (TEN-ISDN); It was noted that the ISDN was a general, multi-purpose network integrating a large variety of voice, data and image services via a single network access, which was evolving out of today's telephone network.

Une action préparatoire d'un coût de 22 millions d'écus, incluant des études de faisabilité et des projets pilotes, est en cours dans le domaine des EURO-RNIS (Réseau numérique à intégration de services, comportant des services de santé, le télétravail, l'éducation, les applications en faveur des PME et les services de desktop multimédia). Conformément au mandat du Conseil européen d'Essen de décembre 1994, la Commission a mis sur pied un groupe à haut niveau pour définir les critères d'installation de réseaux environnementaux. L'idée est d'associer les Etats membres afin de développer des projets d'intérêt commun pour la protection de l'environnement tels que la gestion des déchets ou la politique de l'eau. S'agissant des réseaux de transports, l'évaluation des 14 projets prioritaires (cf. annexe) est compliquée par le fait qu'il s'agit de projets d'infrastructure à long terme, et forcément transfrontaliers : des progrès substantiels sont constatés sur une section d'un projet alors que rien n'est entrepris ailleurs. Etablir le cadre légal approprié pour les RTE a été particulièrement difficile en raison des désaccords entre les Etats membres et le Parlement européen sur la question de savoir s'il fallait inclure les projets prioritaires tels qu'approuvés à Essen ainsi qu'un article sur la nécessité d'une évaluation environnementale - ce sur quoi la Commission s'est engagée. Plus préoccupante à long terme, aux yeux de la Commission, est la réticence des gouvernements nationaux à adapter leurs priorités en fonction de la construction des RTE. Tout en se félicitant des bénéfices potentiels - création d'emplois, compétitivité et cohésion économique - de nombreux pays se comportent comme si la construction et le financement de ces réseaux étaient l'affaire des autres. Ceci se traduit par des progrès très lents dans la définition des projets (p.ex. le Brenner), des divergences de calendrier entre autorités nationales de part et d'autre d'une frontière (par exemple le Par ...
Preparatory action is underway involving feasibility studies and pilot projects costing 22 million ecus in the domains of EURO-ISDN (Integrated Service Digital Network, involving health care, teleworking, education, applications for small and medium-sized enterprises and desktop/multimedia services. Following a mandate from the Essen European Council in December last year, the Commission has established a high level group to define the criteria for the setting up of environmental networks. The idea is for member states to join in developing projects of common interest for environmental protection or improvement such as waste management or water policy. In terms of the transport networks, assessing the progress of the 14 priority projects is complicated by the fact that these are long-term infrastructure projects, necessarily cross-border: it may be that there is substantial progress in one section of a project and no action elsewhere. Establishing the proper legal framework for the TENs has been greatly hampered by disagreement between Member States and the European Parliament as to whether to include the priority projects as agreed at Essen and an article on the need for environmental assessments - to which the Commission is committed. Of greater long term concern to the Commission is the perceived reluctance of national governments to adapt their national priorities to building the TENs network. While welcoming the potential benefits - competitiveness, job creation and economic cohesion - many countries behave as if construction and funding are the job of someone else. This is reflected in terms of slow progress in defining projects (eg. the Munich-Verona ie.Brenner), conflicting scheduling on the part of national authorities either side of a border (eg. PBKAL, HST-East), failure to resolve financing questions (eg PBKAL, Brenner, HST-East) and inability to from multinational project authorities to co- ordinate work on projects (eg. PBKAL, Brenner).
