Premièrement, les chefs des pays du Commonwealth ont convenu d'un ambitieux programme de réforme du Groupe d'action ministériel du Commonwealth, le groupe créé en 1995, afin de renforcer son rôle. First, they agreed on an ambitious program of reform for the Commonwealth Ministerial Action Group, the one created in 1995, in order to strengthen its role by rendering it more proactive in situations of serious or persistent violations of Commonwealth fundamental political values that do not involve an unconstitutional overthrow of a democratically-elected government, and by developing a more constructive and more positive approach in specific situations of concern.

À la lumière de ce résultat et après avoir largement consulté la Commission et les autres acteurs concernés, votre rapporteur a décidé de rédiger un nouveau rapport et de le présenter au Parlement, et ce pour deux raisons: tout d'abord, votre rapporteur demeure convaincu que cette proposition est un acte législatif indispensable que le Parlement doit soutenir par une action constructive; ensuite, la Commission est prête à faire une série de concessions qui, dans une très large mesure, rencontrent les préoccupations de ceux qui avaient décidé de rejeter la proposition.
Your rapporteur, in light of the above-mentioned result, and after extensive consultation with the Commission and other actors involved, has decided to draft a new report and present it to Parliament. The reasons are twofold: firstly, your rapporteur still firmly believes that the proposal is a necessary piece of legislation and that Parliament must do the constructive thing and support it; secondly, the Commission is ready to make several concessions which go to great lengths in addressing the concerns of those who decided to reject the proposal.
