Une action communautaire aurait pour avantage direct d'améliorer les possibilités d'échange d'expériences en matière de réduction des risques et de contribuer à garantir le bon fonctionnement du marché intérieur des pesticides et des produits végétaux et une concurrence loyale entre les utilisateurs de PPP, essentiellement les agriculteurs, des différents États membres.
The direct benefits of any Community action would be to improve the possibilities for exchange of risk reduction experiences and to contribute towards a good functioning of the internal market for pesticides and plant products and a fair competition between the PPP users, mainly farmers, in the Member States.

Pour les actions communautaires financées au titre de la présente décision, on entend par irrégularité, au sens de l'article 1er, paragraphe 2, du règlement (CE, Euratom) no 2988/95 du Conseil du 18 décembre 1995 relatif à la protection des intérêts financiers des Communautés européennes , toute violation d'une disposition du droit communautaire ou toute inexécution d'une obligation contractuelle résultant d'un acte ou d'une omission d'un opérateur économique, qui a ou aurait pour effet de porter préjudice, par une dépense indue, au budget général de l'Union européenne ou à des budgets gérés par celle-ci.
For the Community actions financed under this Decision, the notion of irregularity referred to in Article 1(2) of Council Regulation (EC, Euratom) No 2988/95 of 18 December 1995 on the protection of the European Communities' financial interests shall mean any infringement of a provision of Community law or any breach of a contractual obligation resulting from an act or omission by an economic operator, which has, or would have, the effect of prejudicing the general budget of the European Union or allocations managed by it, by an unjustified item of expenditure.

En ce qui concerne les actions communautaires financées dans le cadre de la présente décision, les règlements (CE, Euratom) no 2988/95 et (Euratom, CE) no 2185/96 s'appliquent à toute violation d'une disposition du droit communautaire, y compris aux violations d'obligations contractuelles stipulées en application du programme, résultant d'un acte ou d'une omission d'un opérateur économique qui a ou aurait pour effet de porter préjudice, par une dépense indue, au budget général de l'Union européenne ou à des budgets gérés par celle-ci.
