Recognises the ongoing efforts for establishing a more transparent securitisation market, ensuring high standards for the process, legal certainty and comparability across securitisation instruments; stresses the need to set up a data repository; emphasises that stringent requirements for underlying high-quality assets and calibrations according to the actual risk profile and the risk awareness of all participants in the securitisation markets are necessary, taking into account the riskiness of securitisation, in particular synthetic securitisation, as shown during the crisis, while recognising the differing experiences in the EU and the US; insists that retention requirements must not be lowered so as to avoid moral hazard; stresses the need to consider independent certification of compliance with qualifying criteria; calls on the Commission to conduct a thorough assessment of the risks and benefits of securitisation for SMEs, investors and financial stability and the marketability of securitisation instruments as a matter of priority, and to report to Parliament;

Understands, in this regard, the Commission’s proposal to scale down programmes that are not implemented in a satisfactory way, but is concerned about the lack of explanation for the significant scaling down of certain programmes and about the proposal to increase, as compared to the financial programming, the margin under heading 4 in order to facilitate the upcoming budgetary conciliation, which could lead to amending budgets during the budgetary year and which cannot be considered as sound budgetary practise; takes the view that, for the sake of budgetary discipline and sound financial management, all parties involved must acknowledge the real financial needs of the Union’s external action, and reiterates its concerns in that regard, as expressed in point 17 of its resolution on general guidelines for the 2013 budget; recalls the need for more coordination, coherence, transparency and visibility in the financing of external actions by the EU and its Member States in order to avoid overlaps;

En collégialité avec mes collègues du Parti libéral du Canada, je voterai contre la motion du gouvernement visant à maintenir les articles 83.28 et 83.03 du Code criminel, parce que non seulement ces articles n'ont pas été utilisés durant les cinq années où ils étaient en vigueur, mais notre Code criminel donne plus que suffisamment de pouvoir à notre législation pour protéger les citoyens du Canada contre des actes terroristes réels ou imaginés.
Mr. Speaker, in solidarity with my Liberal Party colleagues, I will vote against the government motion to maintain sections 83.28 and 83.3 of the Criminal Code, because not only were these sections not used in the five years they were in force, but our Criminal Code gives our legislation more than enough power to protect the people of Canada against real or imagined acts of terrorism.
