Cette mise à jour est nécessaire car les communautés de langue officielle en situation minoritaire ne vivent plus dans les mêmes circonstances qu’en 1991, année de l’adoption du règlement d’application de la partie IV. Il est grand temps que la loi reflète la nouvelle réalité géographique, sociale, législative et juridique, dans le but de protéger les acquis des communautés de langue officielle et d’assurer leur viabilité à long terme.
This update is needed because the context in which official language minority communities exist has changed since the regulations that give effect to Part IV were made in 1991. It is high time the act reflected the new demographic, social, legislative and legal context in order to protect what official language communities have achieved and ensure their long-term viability.

Cette disposition reflète réellement l'esprit central du projet de loi S- 211, c'est-à-dire la protection des acquis des communautés de langue officielle en milieu minoritaire.
