– (IT) Mr President, Mrs Malmström, ladies and gentlemen, firstly, I wish to extend every sympathy to the Conakry victims on behalf of both the Group of the Alliance of Liberals and Democrats for Europe and the 30 African parliamentarians in the ACP-EU Liberal Democrat Network whom we met last week to discuss, among other things, the situation in Guinea, together with the chairman of Guinea’s liberal party, a party which, unfortunately, has been directly affected by the violence.

Addresses the same request to the candidate countries, the countries associated with the EU in the Euro-Mediterranean partnership, the Mercosur, Andean Pact and San José Process countries, the countries involved in the Stabilisation and Association Process and the ACP countries which are parties or signatories to the Statute; encourages the parliaments of Romania, Israel, Tajikistan, East Timor, Honduras, Uzbekistan, Mauritania, Palau, the Marshall Islands and the Dominican Republic not to ratify the agreements signed by their governments with the United States, under Article 98 of the Rome Statute;

This Decision provides in particular that where, at the initiative of the Commission or a Member State, the Council, acting by a qualified majority, considers that an ACP State has failed to fulfil an obligation concerning one of the "essential elements" of the Convention (i.e. respect for human rights, democratic principles and the rule of law), the ACP State concerned will be invited unless there is special urgency to hold consultations in accordance with the Convention.

7. takes note of the attached Presidency conclusions resulting from the extensive research and case studies on conflict affected ACP countries sponsored by the Portuguese, Swedish and Belgian Presidencies and the Conference's recommendations for operational guidelines for the EC and Member States on the implementation of Article 11 of the ACP-EC Partnership Agreement (13292/01 ACP 127) ;

4. a) En cas d'éligibilité à un transfert conformément aux dispositions du titre II, l'État ACP concerné adresse à la Commission, dans le mois qui suit la réception de la notification visée à l'article 6 paragraphe 4, une analyse circonstanciée du secteur qui subit des pertes de recettes, en précisant les causes de celles-ci, les politiques menées par les autorités ainsi que les projets, programmes ou opérations auxquels les ressources seront affectées conformément à l'objectif énoncé au paragraphe 3.
4 (a) Where application of Title II gives rise to a transfer basis, the ACP State concerned shall, in the month following receipt of the notification referred to in Article 6 (4), send the Commission a substantial analysis of the sector recording the loss of earnings, the causes of the loss, the policies pursued by the authorities and the projects, programmes or operations to which the resources are to be allocated in accordance with the objectives set out in paragraph 3 hereof.
