4. Le REGRT pour l'électricité favorise la conclusion d'accords plurilatéraux portant sur la compensation des coûts engendrés par l'accueil de flux transfrontaliers d'électricité entre les gestionnaires de réseau de transport participant au mécanisme ITC et les gestionnaires de réseau de transport de pays tiers qui n'ont pas conclu d'accords avec l'UE en vertu desquels ils auraient adopté et appliqueraient le droit de l'UE dans le domaine de l'électricité mais qui ont signé, le 16 décembre 2009, l'accord volontaire entre les gestionnaires de réseau de transport concernant la compensation entre ces derniers.
ENTSO for Electricity shall facilitate the conclusion of multi-party agreements relating to the compensation for the costs of hosting cross-border flows of electricity between transmission system operators participating in the ITC mechanism and those transmission system operators from third countries which have not concluded agreements with the Union whereby they have adopted and are applying Union law in the field of electricity, and which, on 16 December 2009, signed the voluntary agreement between transmission system operators on inter-transmission system operator compensation.

4. 4. Each independent system operator shall be responsible for granting and managing third-party access, including the collection of access charges, congestion charges, and payments under the inter-transmission system operator compensation mechanism in compliance with Article 13 of Regulation (EC) No ./.[on conditions for access to the network for cross-border exchanges in electricity], as well as for operating, maintaining and developing the transmission system, and for ensuring the long-term ability of the system to meet reasonable demand through investment planning.

In addition to the proposed memorandum of understanding, the Commission should see to it that the clearing houses subscribe to service-level agreements setting out the basic level of service which citizens may expect from the EEJ-Net across the European Union; the Commission should ensure that the memorandum of understanding includes service level agreements with reference to timely acknowledgement of receipt, and this memorandum should be supplemented at Member State level to cover working systems between the clearing houses and the extra-judicial dispute resolution bodies, setting out the minimum service level guarantees which citizens may expect from the EEJ-Net;
