This is an objective to be pursued according to a model compatible from the point of view of the WTO and of regionalism that should be implemented in two stages. During the first stage, the negotiations on the EU-MERCOSUR association agreement should be concluded without further delay, at the Vienna Summit; negotiations should be opened on individual association agreements with the Andean and Central American communities, similar, though with the appropriate adjustments, to those already concluded with Mexico and Chile and about to be concluded with MERCOSUR; the new GSP ‘plus’ should be applied to the Andean and Central American countries until such time as the relevant agreements had entered into force; and the existing EU-Mexico and EU-Chile agreements should be consolidated.

It is therefore essential to give a decisive boost to integration processes in Latin America, in the first place by concluding the negotiations on the EU-MERCOSUR association agreement at the Vienna Summit, opening negotiations on individual association agreements with the Andean and Central American countries, which, with the appropriate adjustments, should take a similar form to the agreements already concluded with Mexico and Chile and now being negotiated with MERCOSUR, and consolidating the existing EU-Mexico and EU-Chile agreements.
