Lors de la 15e CdP qui s'est tenue à Copenhague, les dirigeants mondiaux ont convenu que la température moyenne mondiale ne devait pas s'élever de plus de 2° C. Aujourd'hui, des pays représentant plus de 80 % des émissions mondiales se sont engagés à atteindre des objectifs nationaux dans le cadre de l'Accord de Copenhague et des accords de Cancun.
At COP15 in Copenhagen, world leaders agreed that global average temperature should not rise more than 2°C. Today, countries representing more than 80% of global emissions have pledged domestic targets under the Copenhagen Accord and the Cancun agreements.

· l'UE et ses voisins uniront leurs efforts dans le domaine du changement climatique en renforçant leur coopération afin de mettre au point des technologies à faible émission de dioxyde de carbone et d'améliorer la résilience face aux incidences climatiques (adaptation), le but étant la mise en œuvre de l'accord de Cancun et la réalisation de progrès vers la mise en place d'un régime international sur le climat.
· The EU will join up efforts with its neighbours on climate change by enhanced co-operation to address low-carbon development and improve resilience to climate impacts (adaptation), with a view to implementing the Cancun agreement and moving towards a comprehensive global climate regime.

1.1 L'élaboration de la proposition de règlement (ci-après dénommée «la proposition») sur «un mécanisme pour la surveillance et la déclaration des émissions de gaz à effet de serre et pour la déclaration, au niveau national et au niveau de l'Union, d'autres informations ayant trait au changement climatique» résulte principalement de l'accord de Cancun et en partie de la décision no 406/2009/CE et de la directive 2009/29/CE.
1.1 The proposal for a regulation (hereafter ‘the proposal’) ‘on a mechanism for monitoring and reporting greenhouse gas emissions and for reporting other information at national and Union level relevant to climate change’ has been developed largely as a consequence of the Cancun Agreement and partly due to Decision No 406/2009/EC and Directive 2009/29/EC.
