Conformément à la décision prise par les coordinateurs de la commission des budgets lors de leur réunion du 15 janvier 2014, je souhaiterais vous communiquer nos recommandations en vue de votre rapport sur la proposition de décision du Parlement européen et du Conseil accordant une assistance macrofinancière à la République de Tunisie, à la lumière des orientations proposées par Mme Neynsky, rapporteure permanente pour l'assistance macrofinancière au sein de la commission des budgets.
In accordance with the decision taken by the Coordinators of the Committee on Budgets at their meeting of 15 January 2014, I would like to provide you with our recommendations for your report on the proposal for a decision of the European Parliament and of the Council providing macro-financial assistance to the Republic of Tunisia, based on orientations proposed by Mrs Neynsky, standing rapporteur for macro-financial assistance in BUDG.

En vertu de la déclaration commune du Parlement européen et du Conseil adoptée en même temps que la décision n° 778/2013/UE du Parlement européen et du Conseil du 12 août 2013 accordant une assistance macrofinancière supplémentaire à la Géorgie, les deux colégislateurs se sont engagés à "mettre pleinement en œuvre [les] considérations et [les] principes [énoncés dans la déclaration commune] dans les décisions qui seront prises au cas par cas en vue de l'octroi d'une assistance macrofinancière de l'Union".

Therefore, the amendments contained in this report on the Commission's proposal for a decision providing MFA to Tunisia reflect the considerations and principles contained in that Joint Declaration; and/or harmonise the wording of this proposal with the recitals and articles contained in the latest MFA decision (Decision No 1351/2013/EU of the European Parliament and of the Council of 11 December 2013 on providing macro-financial assistance to the Hashemite Kingdom of Jordan).

L'objectif principal de ce dossier était de dégager un accord sur la procédure à adopter pour accorder une assistance macrofinancière (AMF) à la Géorgie (46 millions EUR) afin de soutenir la stabilisation économique du pays et de couvrir les besoins de sa balance des paiements.
The main aim of this file was to find an agreement on the procedure to provide macro-financial assistance (MFA) to Georgia (EUR 46 million), in order to support Georgia's economic stabilisation and covering its balance of payments needs.

Par ailleurs, malgré l’importance plus grande que prendra notre travail après l’entrée en vigueur du traité de Lisbonne, je pense que notre Parlement doit faire preuve de responsabilité et d’engagement politique et faire le nécessaire pour que ce pays des Balkans reçoive au début de l’année prochaine l’assistance dont il a besoin maintenant, plutôt qu’en discuter longuement et ne pouvoir accorder cette assistance que dans un avenir indéterminé.
On the other hand, despite the increasing importance of our work after the entry into force of the Treaty of Lisbon, I believe that we, as a Parliament, must show responsibility and political commitment and do our part in giving this Balkan country, early next year already, the assistance it needs now, rather than discussing it at length and being able to give the assistance only at some unknown point of time in the future.
