D. whereas, under the current leadership of Xi Jinping, General Secretary of the Communist Party of China (CPC) and Chinese President, China has launched a series of initiatives, including a ‘New Silk Road’ project to integrate China economically with Central Asia and, ultimately, with Europe and Africa, the establishment of the Asian Infrastructure Investment Bank (AIIB), and a strategically important energy deal with Russia for the supply of 38 billion cubic metres of natural gas annually, the construction of an oil pipeline and other joint oil exploration and exploitation projects in China; whereas in the last few years China has been pursuing increasingly active investment policies, in the EU as well as in its eastern neighbourhood;

G. considérant que l'objectif adopté par la communauté internationale et consistant à limiter le réchauffement mondial sous le seuil de 2 °C demeure plus important que jamais; que le cinquième rapport du GIEC affirme clairement que nous devons maintenir des objectifs d'atténuation «agressifs» jusqu'en 2050 pour éviter une élévation de plus de 2 °C des températures planétaires; que le Parlement a demandé que l'accord de 2015 vise la suppression progressive des émissions mondiales de CO2 à l'horizon 2050 et que cette approche passe en conséquence par un plafonnement de toute urgence des émissions de gaz à effet de serre, puis par leur diminution régulière; que ce plafonnement n'est pas en vue et que la concentration de gaz à effet de serre dans l'atmosphère n'a, depuis 1984, jamais autant augmenté qu'en 2013;
G. whereas the internationally adopted objective of limiting global warming to below 2 °C remains as important as ever; whereas the 5th report of the IPCC clearly states that we need to pursue ‘aggressive’ mitigation by 2050 to avoid exceeding a 2 °C rise in global temperatures; whereas Parliament has called for the 2015 agreement to aim at phasing out global carbon emissions by 2050, and whereas, accordingly, this requires the emission of greenhouse gases (GHG) to peak urgently and then decrease at a steady rate; whereas no such peak is on the horizon and the concentration of GHG in the atmosphere increased faster in 2013 than during any other year since 1984;

Deplores the fact that as the Vilnius Eastern Partnership Summit approaches, different types of pressure are escalating on Eastern Partnership countries; regards this pressure as unacceptable and calls on Russia to abstain from proceedings which are in clear violation of the Helsinki principles; strongly underlines that the free choices of the Eastern Partnership countries should not make them bear consequences such as trade measures, visa policy, the restricted mobility of workers, interference in frozen conflicts, and others; calls on the Commission and the European External Action Service (EEAS) to deal with the deplorable developments beyond a purely trade dimension, thereby acting and defending the Union’s partners by sending a strong message of support for all Eastern Partnership countries in their European aspirations and choices; underlines however, that Association Agreements (AAs) and Deep and Comprehensive Free Trade Agreements (DCFTAs) are a blueprint for reforms that are beneficial for all;

The Commission’s regular contacts with the respective ENP partners, in particular within the framework of Cooperation and Association Committees as well as specific Sub-Committees established under these Agreements, provide an avenue for launching focused technical consultations, which can identify the concrete mutual interests in such participation and subsequently determine its scope, terms and conditions.

Le présent protocole est ouvert à la signature à Sofia du 1er au 4 novembre 1988 inclus, puis au siège de l'Organisa tion des Nations unies à New York jusqu'au 5 mai 1989, par les États membres de la Commission et par les États dotés du statut consultatif auprès de la Commission conformément au paragraphe 8 de la résolution 36 (IV) du Conseil économique et social du 28 mars 1947 et par les organisations d'intégration économique régionale constituées par des États souverains membres de la Commission, ayant compétence pour négocier, conclure et appliquer des accords internationaux dans les matières visées par le présent protocole, sous réserve que les États et organisations concernés soient parties à la convention.
1. The present Protocol shall be open for signature at Sofia from 1 November to 4 November 1988 inclusive, then at the Headquarters of the United Nations in New York until 5 May 1989, by the Member States of the Commission as well as States having consultative status with the Commission, pursuant to paragraph 8 of Economic and Social Council resolution 36 (IV) of 28 March 1947, and by regional economic intregration organizations, constituted by sovereign States, members of the Commission, which have competence in respect of the negotiation, conclusion and application of international agreements in matters covered by the Protocol, provided that the States and organizations concerned are Parties to the Convention.
