Calls on the Commission to present a number of initiatives in order to establish an ambitious climate and energy framework for 2030 as the EU’s contribution to the conclusion of a global climate agreement ahead of the UN Framework Convention on Climate Change summit in Paris; highlights the importance of creating momentum towards a robust, universal, fair and legally binding agreement; calls on the Commission to ensure a proper follow-up to the Paris meeting and to put forward legislative proposals ensuring timely ratification of the agreement;

Pour ce qui est de la reconnaissance des entreprises de pays tiers, et conformément aux obligations internationales contractées par l’Union dans le cadre de l’accord instituant l’Organisation mondiale du commerce, y compris l’accord général sur le commerce des services, les décisions établissant l’équivalence du cadre de réglementation et de surveillance du pays tiers au cadre de réglementation et de surveillance de l’Union ne devraient être adoptées que si le cadre juridique et le dispositif de surveillance du pays tiers prévoit un système effectif et équivalent pour la reconnaissance des entreprises d’investissement, agréées en vertu de régimes juridiques étrangers, qui soit conforme, entre autres, aux objectifs et aux normes de réglementation généraux fixés par le G20 en septembre 2009, à savoir améliorer la transparence sur les marchés des produits dérivés, réduire le risque systémique et assurer une protection contre les abus de marché.
With regard to the recognition of third-country firms, and in accordance with the Union’s international obligations under the agreement establishing the World Trade Organisation, including the General Agreement on Trade in Services, decisions determining third-country regulatory and supervisory frameworks as equivalent to the regulatory and supervisory framework of the Union should be adopted only if the legal and supervisory framework of the third country provides for an effective equivalent system for the recognition of investment firms authorised under foreign legal regimes in accordance with, amongst others, the general regulatory goals and standards set out by the G-20 in September 2009 of improving transparency in the derivatives markets, mitigating systemic risk, and protecting against market abuse.

According to the agreed package, Global Forum members must ensure market-based outcomes in the steel industry, refrain from market-distorting subsidies and other government support measures that contribute to overcapacity, provide a level playing field between state-owned and private companies, and enact effective adjustment polices.

In order to ensure trade mark protection and combat counterfeiting effectively, and in line with international obligations of the Union under the framework of the World Trade Organisation (WTO), in particular Article V of the General Agreement on Tariffs and Trade (GATT) on freedom of transit and, as regards generic medicines, the ‘Declaration on the TRIPS Agreement and public health’ adopted by the Doha WTO Ministerial Conference on 14 November 2001, the proprietor of an EU trade mark should be entitled to prevent third parties from bringing goods, in the course of trade, into the Union without being released for free circulation there, where such goods come from third countries and bear without authorisation a trade mark which is identical or essentially identical with the EU trade mark registered in respect of such goods.
