3. se félicite de l'ouverture des négociations en vue d'un nouvel accord interinstitutionnel "Mieux légiférer"; estime que cela devrait permettre d'améliorer la qualité de la rédaction des propositions législatives de la Commission, de renforcer son évaluation de l'impact des projets d'actes législatifs, notamment sur le plan économique, social et environnemental, et par rapport aux PME et, le cas échéant, d'utiliser des règlements plutôt que des directives conformément aux principes de subsidiarité et de proportionnalité; attend de la Commission qu'elle traite les deux branches de l'autorité législative sur un pied d'égalité pour ce qui est de l'information et de la communication de documents tout au long des procédures législatives; attend un engagement plus fort à garantir une consultation interinstitutionnelle appropriée, un suivi sans faille des propositions et recommandations du Parlement et la fourniture de justifications détaillées pour chaque retrait envisagé; rappelle que la programmation pluriannuelle, qui fait l'objet d'un accord entre les trois institutions, devrait être le cadre du programme de travail annuel et constituer la base des discussions sur le programme de travail annuel spécifique; rappelle que, selon lui, le mieux légiférer ne devrait pas être considéré comme un outil permettant de priver de leur caractère prioritaire des domaines relevant des compétences de l'Union européenne et que les décisions politiques prises dans le cadre du processus de décision démocratique devraient l'emporter sur des évaluations techniques;

Welcomes the opening of negotiations for a new interinstitutional agreement on better law making; takes the view that this should lead to improvements in the quality of the Commission’s legislative drafting, the strengthening of its impact assessment of draft laws, including economic, social, environmental and SME-related impact assessments and, where appropriate, the use of regulations rather than directives in accordance with the principles of subsidiarity and proportionality; expects the Commission to treat the two branches of the legislative authority equally in terms of the information and documentation provided throughout the legislative process; expects stronger commitment to ensuring proper interinstitutional consultation, a full follow-up to Parliament’s proposals and recommendations, and the provision of detailed justifications for each envisaged withdrawal; recalls that the multiannual programming, agreed between the three institutions, should provide the framework for the annual work programme and should form the basis of discussions on the specific annual work programme; recalls its view that better law making should not be seen as a tool for deprioritising areas falling within EU competences and that political decisions within the democratic decision-making process should prevail over technical assessments;

7. déplore, cependant, qu'en ce qui concerne la révision des engagements, le Conseil ait décidé de négliger l'importance politique qu'il y avait à adopter la proposition de la Commission en tant que telle, et qu'il ait plutôt opté pour la compensation des crédits requis; estime que cette position est en contradiction avec l'esprit de la décision unanime prise lors de la signature du traité d'adhésion ainsi que de l'accord interinstitutionnel du 17 mai 2006; souligne qu'une telle décision envoie un signal politique négatif, non seulement à la Croatie, mais aussi aux autres pays candidats; souligne que cette décision n'est acceptée que parce qu'elle concerne les six derniers mois de l'actuel cadre financier pluriannuel (2007-2013); insiste sur le fait qu'elle ne doit pas constituer un précédent pour les futurs élargissements qui pourraient avoir lieu pendant le prochain cadre financier pluriannuel (2014-2020);
7. Deplores the fact, however, that as regards the revision in commitments the Council decided to neglect the political importance of adopting the Commission's proposal as such, opting instead to offset the appropriations required; considers that that position contradicts the spirit of the unanimous decision taken when signing the Treaty of Accession as well as of the IIA of 17 May 2006; highlights that that decision sends a wrong political signal not only to Croatia but to the other candidate countries as well; stresses that that decision is accepted only because it concerns the last 6 months of the current MFF (2007-2013); points out that this should not constitute a precedent for future enlargements that might occur under the next MFF (2014-2020);
