Stresses that as result of the accession of the new Member States the Financial Perspective 2000 - 2006 needs to be adjusted to cater for enlargement, on the basis of agreement between the two arms of the budgetary authority, Parliament and the Council, in accordance with the procedure laid down in paragraph 25 of the Interinstitutional Agreement of 6 May 1999; calls on the Commission to keep Parliament informed about the progress of negotiations with the accession countries and, at the same time, calls on the Council to enter immediately into a dialogue with Parliament on the budgetary and financial aspects in order to facilitate the conclusion of the enlargement negotiations by the end of the year; takes note of the commitments entered into by the European Council beyond 2006, both in the sphere of agricultural policy and concerning the Ignalina nuclear power plant; reminds the Council that any decision with regard to a new financial perspective can only be taken in agreement with Parliament;
