IN-CONTEXT TRANSLATIONS

24. considère, à ce propos, qu'il faudra trouver un accord sur la distribution des dispositions contenues actuellement dans l'accord interinstitutionnel et qui doivent "glisser" vers le CFP, sur les dispositions qui trouveraient leur place dans le futur règlement financier ou encore sur celles qui justifieraient, le cas échéant, le maintien d'un accord interinstitutionnel - éventuellement enrichi de nouvelles dispositions - sur la coopération budgétaire; rappelle que cette division des dispositions de l'actuel accord interinstitutionnel devra se faire en tenant compte des critères énoncés dans le traité de Lisbonne lui-même;

Takes the view, in that connection, that agreement will have to be reached as to which of the provisions that currently form part of the interinstitutional agreement should be switched to the MFF, which should be incorporated into the future Financial Regulation and which might justify the retention of an interinstitutional agreement - possibly incorporating new provisions - on budgetary cooperation; points out that this process of dividing up the provisions of the current interinstitutional agreement will have to take account of the criteria laid down in the Lisbon Treaty itself;

Welcomes the consolidation and integration of the guidelines for economic, structural and employment policy measures; repeats in this connection that the economic and structural policy guidelines must receive the same legislative status as the guidelines for employment policy measures and that an interinstitutional agreement must be drawn up in order to clarify Parliament’s participation in this context;

Le Parlement européen considère que lorsqu'elle présentera son avant-projet de budget, la Commission devra estimer soigneusement le coût des activités prévues relatives à l'espace de liberté, de sécurité et de justice, et que le financement de ces activités devrait être débattu dans le cadre des procédures prévues à l'annexe II de l'accord interinstitutionnel.
The European Parliament considers that when presenting the preliminary draft budget the Commission should give a careful estimate of planned activities for Freedom, Security and Justice, and that the financing of these activities should be discussed in the framework of the procedures provided for in Annex II to the Interinstitutional Agreement.

The Commission explains the philosophy of Community budget operations, sets out the new financial framework for 1993-97 (see annex) which will be incorporated in a new Interinstitutional Agreement and proposes changes to the own resources system.

The Commission intends to tighten budgetary discipline in this sector thanks to - a reduction in the overall-allocations in many budget heading, resulting from overestimates of spending capacity, - stricter compliance with the principle of budget annuality and an improvement in budget transparency, - a better match between budget spending and the aims being pursued. d) The Interinstitutional Agreement The Commission considers that tighter budgetary discipline presupposes a consensus between all the parties involved and that in future the budgetary procedure must take place in an atmosphere of trust between the Council, Parliament and the Commission.

The second will seek to identify, in the light of experience, those areas where the Interinstitutional Agreement has proved insufficiently flexible and will put forward proposals designed to remedy the problems without compromising budgetary discipline; it will also include proposals for any adjustments needed to the structure of the financial perspective.
