13. souscrit résolument aux différentes initiatives internationales engagées actuellement pour réformer le système mondial, y compris le processus de l'érosion de la base d'imposition et du transfert de bénéfices (EBITB) de l'OCDE, en accordant une attention particulière au renforcement de la participation des pays en développement aux structures et aux procédures de la coopération fiscale internationale; prie l'Union européenne et les États membres de veiller à ce que le comité d'imposition des Nations Unies devienne un véritable organe intergouvernemental, qu'il soit doté de ressources supplémentaires suffisantes dans le cadre du Conseil économique et social des Nations unies, et qu'il garantisse à tous les pays la possibilité de participer sur un pied d'égalité à la formulation et à la réforme de politiques fiscales mondiales; souligne qu'il convient d'envisager des sanctions tant pour les pays et territoires non coopératifs que pour les établissements financiers travaillant avec les paradis fiscaux;

Strongly supports the range of existing international initiatives to reform the global system, including the OECD Base Erosion and Profit Shifting (BEPS) initiative, with a focus on the increased participation of developing countries in the structures and procedures of international tax cooperation; urges the EU and the Member States to ensure that the UN taxation committee is transformed into a genuine intergovernmental body, better equipped and with sufficient additional resources, inside the framework of the UN Economic and Social Council, ensuring that all countries can participate on an equal footing in the formulation and reform of global tax policies; stresses that sanctions should be considered both for non-cooperative jurisdictions and for financial institutions that operate within tax havens;

Si les recommandations ne sont pas prises en compte et que de sérieux doutes subsistent sur la compatibilité de l'accord intergouvernemental signé avec le droit de l'Union ou les accords internationaux conclus par l'Union, la Commission envisage de prendre des mesures correctives pour remédier à cette situation.
If the recommendations are not taken into account and serious doubts persist about the compatibility of the signed intergovernmental agreement with Union law or international agreements concluded by the Union, the Commission shall consider corrective measures to rectify the situation.
