Definition: Symptoms are presented by the patient as if they were due to a physical disorder of a system or organ that is largely or completely under autonomic innervation and control, i.e. the cardiovascular, gastrointestinal, respiratory and urogenital systems. Calls on the Member States to increase their cooperation on the information exchange mechanism with regard to intergovernmental agreements (IGAs) with third countries in the field of energy, in order to increase transparency and leverage their negotiating power vis-à-vis third countries; calls on the Commission to swiftly develop a proposal for obligatory ex ante evaluations of IGAs with regard to their impact on the EU’s internal energy market and their compatibility with EU law; calls on the Member States to request the participation of the Commission in the negotiation of energy agreements with non-EU countries; calls on the Commission to develop a template for energy agreements with non-EU countries including clauses relevant to Union interests; calls, in the interest of promoting democracy and transparency, for Parliament to be kept informed by the Commission on a regular basis on energy agreements between the EU and non-EU countries; believes that consideration should be given to the possibility of Member States wishing to do so establishing a collective purchasing mechanism for energy sources in the future;

31. déplore que les recommandations contenues dans les protocoles d'accord soient contraires à la politique de modernisation élaborée au titre de la stratégie de Lisbonne et de la stratégie Europe 2020; relève également que les États membres faisant l'objet des protocoles d'accord soient exemptés de toutes les procédures d'établissement de rapports au titre du semestre européen, notamment eu égard aux objectifs de lutte contre la pauvreté et d'insertion sociale, et ne reçoivent pas de recommandations spécifiques par pays, hormis pour la mise en œuvre des protocoles d'accord les concernant; rappelle qu'il importe d'adapter les protocoles d'accord afin de tenir compte de la pratique et des institutions qui président à la formation des salaires, ainsi que du programme national de réforme de l'État membre concerné dans le cadre de la stratégie de l'Union pour la croissance et l'emploi, défini conformément au règlement (UE) n°472/2013 (article 7, paragraphe 1); demande instamment que des initiatives soient prises à cette fin si ce n'est pas encore le cas; souligne néanmoins que cette situation s'explique en partie, même si elle n'est pas pleinement justifiée, par le fait que les programmes ont dû être mis en œuvre de toute urgence dans un contexte politique, économique et financier difficile;

Notes that the recommendations contained in the MoUs are at odds with the modernisation policy drawn up in the form of the Lisbon strategy and the Europe 2020 strategy; further notes the fact that Member States with MoUs are exempt from all European Semester reporting processes, including reporting under the anti-poverty and social inclusion targets, and do not receive Country Specific Recommendations aside from implementation of their MoUs; recalls that the MoUs need to be adapted in order to take into account the practice and institutions for wage formation and the national reform programme of the Member State concerned in the context of the Union’s strategy for growth and jobs as set out in Regulation (EU) No 472/2013 (Article7(1)); urges that this be done where it is not yet the case; points out, however, that this can be partly explained, even if not fully justified, by the fact that programmes had to be implemented under considerable time pressure in a difficult political, economic and financial environment;

ECSC Relations with Ukraine The Council gave its assent, pursuant to Article 95 of the ECSC Treaty, concerning a draft Commission Decision on the conclusion of an Agreement in the form of an Exchange of Letters between the European Coal and Steel Community and Ukraine, amending the Agreement between the European Coal and Steel Community and Ukraine on trade in certain steel products. EEA Cooperation in the field of public health The Council approved, as far as the Community was concerned, the draft Decision of the EEA Joint Committee amending Protocol 31 to the EEA Agreement on cooperation in specific fields outside the four freedoms: cooperation in the field of public health.
