Recalls that the expansion of large-scale exploitation of tropical forests and other forests with high biodiversity and carbon stock values is unsustainable and may result in further deforestation and forest degradation, contributing to the destruction of the global environment; notes the inherent tension within VPAs, in that, while encouraging the trade in timber products from countries with large areas of natural forests, the EU could undermine its objectives of combating climate change, support for the conservation and sustainable use of biodiversity, reduction of poverty and stopping deforestation worldwide; therefore calls on the Commission to ensure that the EU policy is coherent and that actions supported by the VPAs will make an effective contribution to the international commitments of all parties to a VPA; urges the Commission and the Council to detail which additional initiatives to the VPAs are foreseen in order to combat deforestation and degradation of natural forests and to promote their protection;

Le rapporteur insiste par conséquent sur la nécessité de garantir l'intégrité environnementale des APV et notamment de s'assurer que les réformes politiques et réglementaires engagées dans le cadre de l'accord de partenariat contribuent effectivement aux engagements internationaux de l'UE et du Congo portant sur l'environnement et le développement durable, en particulier la conservation et la gestion durable des ressources de la biodiversité, la lutte contre le changement climatique et la réduction de la déforestation et de la dégradation forestière.

The rapporteur therefore stresses the need to guarantee the environmental integrity of the VPAs and, in particular, to ensure that the political and regulatory reforms undertaken in the context of the partnership agreement make an effective contribution to the EU’s and the Congo’s international commitments on the environment and sustainable development, particularly in terms of the conservation and sustainable management of biodiversity resources, the effort to combat climate change, and the reduction of deforestation and forest degradation.

The negotiations embarked upon at Marrakesh and set to continue within the World Trade Organisation (WTO) will help ensure that international trade contributes to social development : - to ensure that social development policy goals specifically aim to close the yawning gap in many poor and middle-income countries caused by unequal access to land, credit and education (particularly for women); - to have social development included in the policies recommended and financially sponsored by international institutions such as the IMF and World Bank, particularly structural adjustment; - to ensure that international free movement of capital, which is vital for the development of the South and modernisation of the East, takes place within a legal framework so that precious development resources are not diverted towards criminal activities (drugs, corruption and terrorism) or improperly avoid taxation; (b) bilaterally to secure, from countries which receive financial aid from the Community or benefit from its trade preferences, reciprocal undertakings to : - ratify and comply with the above multilateral agreements; - give priority to job creation and the fight against poverty in cooperation programmes for development between the EU and its partners by reducing inequalities and striving to have such goals included in their domestic policies; - give priority in granting aid and trade preferences to countries which undertake genuine and effective social development strategies; - in Africa in particular, the EU should use its aid and cooperation instruments to support and strengthen domestic efforts to enable countries to gain a sounder foothold in world trade and foster investment growth; - in Central and Eastern European countries in transition it is essential that the benefits of reform are realised as rapidly as possible while reducing the resultant social risks by assisting those most disadvantaged by the social effects of the changes under way.
