Je me félicite que l'Union, en ratifiant rapidement l'accord de Paris, ait permis qu'il entre en vigueur à temps pour notre rencontre de Marrakech.
I am delighted that the EU's ratification has enabled the Paris Agreement to enter into force in time for our meeting in Marrakech.

1. Par dérogation à l'article 10, paragraphe 3, les États membres autorisent la mise sur le marché d'un nombre limité de véhicules équipés de moteurs satisfaisant aux prescriptions de l'article 9 de la directive 97/68/CE au titre d'un mécanisme de flexibilité, conformément aux dispositions de l'annexe V, à la demande du constructeur et à condition que l'autorité compétente en matière de réception ait accordé le permis adéquat pour l'entrée en service.
1. By way of derogation from Article 10(3), Member States shall allow the placing on the market of a limited number of vehicles fitted with engines meeting the requirements of Article 9 of Directive 97/68/CE under a flexibility scheme, in accordance to the provisions of Annex V, at the request of the manufacturer, and on condition that an approval authority has granted the relevant permit for entry into service.

Welcomes the agreement with the Council on the European Economic Recovery Plan as a key objective of the 2010 budget, particularly the fact that it enabled completing the second step of its financing in 2010, confirming that the EU budget is a tool helping to overcome the recent economic crisis; underlines the fact that the Parliament's action was aimed at putting European citizens first, proving that the European Union is not at the origin of the problem, but can be instrumental in the solution; welcomes the use of the tools provided for in the IIA in order to guarantee its financing, especially point 21 to 23 and the use of the flexibility instrument according to point 27 of the IIA; recalls, in this context, that the Council did not present its proposal on this issue in its first reading;

Notwithstanding anything contained in this Convention any Contracting Government may grant to any of its nationals a special permit authorizing that national to kill, take and treat whales for purposes of scientific research subject to such restrictions as to number and subject to such other conditions as the Contracting Government thinks fit, and the killing, taking, and treating of whales in accordance with the provisions of this Article shall be exempt from the operation of this Convention.
