Several other abnormalities may be associated. Hyperkinetic children are often reckless and impulsive, prone to accidents, and find themselves in disciplinary trouble because of unthinking breaches of rules rather than deliberate defiance. Their relationships with adults are often socially disinhibited, with a lack of normal caution and reserve. They are unpopular with other children and may become isolated. Impairment of cognitive functions is common, and specific delays in motor and language development are disproportionately frequent. Secondary complications include dissocial behaviour and low self-esteem.

The Common Position of the Council has confused the issue of optionality by the following means: i) it accepts EP Am 2 in part as a new recital 5 but the wording has been modified and has distorted the essence of Am 2; ii) it adds a new paragraph 2 on notifications to Article 9 without attaching any conditions to optionality; iii) it adds a revision clause in Article 23, which is partly a response to EP Am 21, but with a transitional period of 7 years.
