In order to keep pace with evolving food security challenges at local, national and regional levels, the Thematic Programme may support the development and testing of innovative sustainable and locally owned policies, strategies, and approaches, as well as dissemination of best practices in the field of food security.

In that regard, the Court recalls that the principle of proportionality, which is one of the general principles of Community law, requires that measures adopted by Community institutions do not exceed the limits of what is appropriate and necessary in order to attain the legitimate objectives pursued by the legislation in question; when there is a choice between several appropriate measures recourse must be had to the least onerous, and the disadvantages caused must not be disproportionate to the aims pursued (see the judgment in Case C‑41/03 P Rica Foods v Commission [2005] ECR I‑6875, paragraph 85, and the case-law cited).
