The Council recognises that enlargement is one of the main challenges faced by the European Union, requiring steps to ensure the enactment and effective implementation of the Community acquis in matters of health and safety at work by candidate countries and the adaptation of Community structures for consultation and for collection, analysis and dissemination of information, such as the Advisory Committee on Safety, Hygiene and Health Protection at Work, the European Agency for Safety and Health at Work (Bilbao) and the European Foundation for the Improvement of Living and Working Conditions (Dublin).
