En outre, le présent règlement devrait contenir des dispositions relatives aux obligations communes en matière de gestion et de contrôle pour ces structures, à la déclaration annuelle de gestion par laquelle les gestionnaires assument la responsabilité de la gestion des fonds de l'Union qui leur ont été confiés, à l'examen et l'approbation des comptes, ainsi qu'aux mécanismes de suspension et de correction mis en œuvre par la Commission, afin de créer un cadre législatif cohérent, qui améliorerait aussi la sécurité juridique globale et l'efficacité des contrôles et des actions correctives ainsi que la protection des intérêts financiers de l'Union.
Furthermore, this Regulation should contain provisions on common management and control obligations for those structures, the annual management declaration by which managers assume the responsibility for the management of Union funds they are entrusted with, examination and acceptance of the accounts, and suspension and correction mechanisms operated by the Commission in order to create a coherent legislative framework which also improves the overall legal certainty and efficiency of controls and remedial action, as well as the protection of the Union's financial interests.

(a) that the veterinarian has no knowledge of facts which would lead him to conclude that a case of enzootic bovine leukosis has occurred within the three preceding years in the herd from which they come, and that the owner of this herd has declared that he has no knowledge of such facts and that he has further declared, in writing, that the animal or animals intended for intra-Community trade have been born and reared in the said herd or have remained an integral part of it for the previous 12 months;
