A la lumière de ces considérations essentielles et compte tenu du débat au sein du Conseil, le COREPER devrait examiner d'urgence tous les éléments de la proposition de la Commission et devrait, lors de cet examen, tenir compte en particulier des éléments suivants : - les taux de réduction capacitaire globale sont généralement considérés comme trop élevés ; - il conviendrait d'assurer un lien approprié entre les recommandations scientifiques et les réductions proposées ; - la nécessité de traiter la question des progrès techniques ; - la possibilité pour les Etats membres de mettre en place, au niveau national, des programmes de gestion de l'effort de pêche qui viendraient se substituer ou s'ajouter aux réductions de capacité, dans une transparence totale ; - le caractère permanent, ou autre, des réductions de l'activité ; - la nécessité d'assurer une flexibilité suffisante en matière de segmentation des flottes, qui reflète les situations des différents Etats membres, y compris le traitement des flottes polyvalentes visant plusieurs stocks et la nécessité de fixer des pondérations appropriées ; - le champ d'application convenu pour l'élargissement du traitement spécifique prévu pour la petite pêche ; - la nécessité d'assurer que le traitement particulier prévu pour les engins dormants n'entraîne pas de discrimination à l'encontre du segment utilisant des engins traînants, qu'il soit pleinement transparent et correctement surveillé ; - la nécessité d'assurer le plein respect du principe de la stabilité relative".
In the light of these fundamental considerations, and reflecting the debate in Council, COREPER should urgently scrutinise all the elements of the Commission Proposal and should take note in its examination of the following points in particular: - the proposed aggregate capacity reduction rates are generally considered to be too high; - the appropriate relationship should be ensured between the scientific recommendations and proposed reductions; - the need to address the issue of technical progress; - the scope for deployment by Member States at national level of effort management schemes as an alternative or complement to capacity reductions, based on a fully transparent approach; - the permanency, or otherwise, of activity reductions; - the need to ensure sufficient flexibility in fleet segmentation so as to reflect the varying situations in Member States, including the treatment of multi-purpose fleets targeting several stocks and the need for appropriate weightings; - the agreed scope for widening the specific treatment of small-scale fishery; - the need for the specific treatment of static gear to be non- discriminatory vis-à-vis towed gear, fully transparent and properly monitored; - the need to ensure that the principle of relative stability is fully observed".
