J'exhorte tous les sénateurs à appuyer avec enthousiasme les initiatives proposées : d'abord, établir, faire confirmer et reconnaître sur le plan international, une fois pour toutes, notre souveraineté dans l'Arctique et surtout dans le passage du Nord- Ouest — et, honorables sénateurs, comme le premier ministre Harper l'a dit et répété, nous devons exercer cette souveraineté et nous ne pouvons nous permettre de la perdre; deuxièmement, améliorer les conditions de vie dans le Nord pour les membres des Premières nations et les Inuits en leur offrant de meilleurs logements; troisièmement, bâtir dans l'Arctique une station de recherche de calibre mondial qui sera à l'avant-garde pour les enjeux importants dans l'Arctique, dont les sciences environnementales et l'exploitation des ressources — une station de recherche bâtie par et pour les Canadiens, mais pour servir également la communauté internationale; quatrièmement, terminer la cartographie complète des fonds de l'Arctique au Canada; cinquièmement, construire huit nouveaux navires de patrouille dans l'Arctique comme complément d'une surveillance aérienne accrue pour protéger l'Extrême-Nord du Canada, dont le passage du Nord-Ouest; sixièmement, accroître le nombre et les capacités des rangers de l'Arctique pour qu'ils puissent mieux patrouiller notre vaste territoire arctique; septièmement, installer un centre d'entraînement aux opérations militaires dans le Nord et déployer en permanence au moins 1 000 soldats canadiens dans l'Arctique; enfin, construire un port en eau profonde ultramoderne et complètement équipé à Nanisivik, dans le nord de l'île de Baffin.
I urge us all to get behind and enthusiastically support the proposed initiatives to, first, establish and have confirmed and recognized internationally, once and for all, our sovereignty in the Arctic, and especially over the Northwest Passage — and, honourable senators, as Prime Minister Harper has said repeatedly, we must use it, and we cannot afford to lose it; second, to improve living conditions in the North for First Nations and Inuit through better housing; third, to build a world-class Arctic research station that will be on the cutting edge of Arctic issues, including environmental science and resource development — a research station built in the Arctic by and for Canadians but also to serve the global community; fourth, to complete the comprehensive mapping of Canada's Arctic seabed; fifth, to build eight new Arctic patrol ships to complement increased aerial surveillance in guarding Canada's Far North, including the Northwest Passage; sixth, expanding the size and capabilities of the Arctic Rangers so they can better patrol our vast Arctic territory; seventh, the development of an Arctic warfare training centre and the deployment on an ongoing basis of at least 1,000 Canadian soldiers in the Arctic; and finally, the construction of a modern state-of-the-art and fully equipped deepwater port at Nanisivik on northern Baffin Island.

Il comporte notamment : - au titre de REGIS (21,6 MECU), des infrastructures portuaires à Pointe-à-Pitre et St. Martin, un lycée hôtelier, un pôle thermal contribuant à la valorisation des ressources touristiques, l'amélioration des structures de transformation des produits agricoles, la diversification et l'irrigation des productions agricoles, la télédétection, la formation liée au tourisme et à la diversification agricole; - au titre d'ENVIREG (2,1 MECU), la construction des stations d'épuration sur les petites îles de l'archipel, ainsi que des études relatives au développement urbain; - au titre de STRIDE (1,8 MECU), la recherche-développement en matière agricole.
It includes in particular: - under Regis (ECU 21.6 million), port infrastructure at Pointe-à-Pitre and St. Martin, a hotel school, a thermal centre contributing to the development of tourism resources, improvements to processing facilities for agricultural products, agricultural diversification and irrigation, teledetection, training in tourism and agricultural diversification; - under Envireg (ECU 2.1 million), the construction of water purifying installations on the small islands of the archipelago, and studies relating to urban development; - under Stride (ECU 1.8 million) agricultural research and development.
