Les autorités compétentes du Cambodge prennent toutes les mesures nécessaires pour assurer le respect de l'article 1er et de l'article 4 ainsi que pour mettre en place et entretenir les structures et systèmes administratifs nécessaires à la bonne mise en œuvre de la dérogation visée à l'article 1er et à la coopération administrative, tant avec les autorités de Malaisie qu'avec la Commission européenne et les autorités douanières des États membres de l'Union, conformément aux dispositions du titre II, chapitre 2, section 2, sous-section 2, du règlement d'exécution (UE) 2015/2447.
The competent authorities of Cambodia shall take all the necessary measures to ensure compliance with Articles 1 and 4 and to put in place and maintain any administrative structures and systems to ensure the correct implementation of the derogation referred to in Article 1 and administrative cooperation, both with the authorities of Malaysia and with the European Commission and the customs authorities of the Member States of the Union, as specified in Title II, Chapter 2, Section 2, Subsection 2 of Implementing Regulation (EU) 2015/2447.

1. Sauf disposition contraire du présent règlement, les droits au paiement établis conformément au titre III, chapitre 3, section 2, et à l'article 71 quaterdecies du règlement (CE) no 1782/2003, ainsi qu'à l'article 60 et à l'article 65, quatrième alinéa, du présent règlement, ci-après dénommés «droits spéciaux», sont soumis aux conditions fixées aux paragraphes 2 et 3 du présent article.

Save as otherwise provided for in this Regulation, payment entitlements established under Section 2 of Chapter 3 of Title III and Article 71m of Regulation (EC) No 1782/2003, as well as Article 60 and the fourth subparagraph of Article 65 of this Regulation (hereinafter referred to as ‘special entitlements’) shall be subject to the conditions laid down in paragraphs 2 and 3 of this Article.

However, Articles 87, 88 and 89 of the Treaty shall not apply to payments made under Articles 44 to 48, 102, 102a, 103, 103a, 103b, 103e, 103ga, 104, 105, 182 and 182a, Subsection III of Section IVa of Chapter III of Title I of Part II and Section IVb of Chapter IV of Title I of Part II of this Regulation by Member States in conformity with this Regulation.

L'autorité compétente s'assure que les traitements spéciaux sont effectués dans des établissements placés sous son contrôle ou sous celui d'un autre État membre et conformément aux conditions définies conformément à la procédure visée à l'article 62, paragraphe 3, ou, en l'absence de telles conditions, conformément à la réglementation nationale.
2. The competent authority shall ensure that special treatment takes place in establishments under its control, or under the control of another Member State, and in accordance with conditions laid down in accordance with the procedure referred to in Article 62(3) or, in the absence of such conditions, with national rules.

Les montants à inscrire pour la PESC à la section II (Conseil) du budget, par exemple pour les envoyés spéciaux de l'UE, doivent tenir compte de l'incidence de la décision sur la situation générale de la rubrique 5 et préserver l'équilibre de cette rubrique sous l'angle des perspectives financières.
The amounts to be entered for the CFSP into the section II (Council) of the budget, such as special envoys of the EU, should take into account their impact on the overall situation of heading 5 and preserve the traditional balance within this heading in the framework of the financial perspective.

25. rappelle que, en vertu de l'accord interinstitutionnel, toutes les dépenses afférentes aux envoyés spéciaux sont des dépenses opérationnelles à inscrire dans la section "Commission” du budget général; prévient que toute tentative d'inscrire des dépenses opérationnelles dans le budget du Conseil serait contraire au point 39 de l'accord interinstitutionnel et à l'article 19 du règlement financier, et menacerait, de surcroît, gravement l'équilibre institutionnel du traité; note par ailleurs qu'une telle décision remettrait en cause l'article 274 du traité qui confère à la Commission la responsabilité de l'exécution des dépenses opérationnelles, et l'article 276 donnant pouvoirs de censure et de décharge au Parlement; s'oppose par conséquent à la proposition du Conseil de financer désormais les envoyés spéciaux dans sa propre section du budget;
25. Recalls that the IIA recognises all expenditure on Special Envoys as operational expenditure to be included the Commission section of the general budget; warns that any move to include operational expenditure in the Council budget would be contrary to paragraph 39 of the IIA and Article 19 of the Financial Regulation and, moreover, would be an extremely serious threat to the institutional balance of the Treaty; notes furthermore that such a decision would call into question Article 274 of the EC Treaty, which confers on the Commission responsibility for implementing operational expenditure, and Article 276, which gives Parliament powers of censure and discharge; accordingly opposes the Council's proposal to finance the Special Envoys in future in its section of the budget;
