Stresses a need to ensure that Member States eligible for financing from the Cohesion Fund through the Connecting Europe Facility are helped by the Commission to develop and prepare an adequate pipeline of projects of sufficient maturity and/or quality, and to make efficient use of EU funding; stresses therefore that it is important to implement programme support actions aimed at strengthening the institutional capacity and efficiency of the public administrations concerned, as well as to organise additional calls for proposals, in order to ensure the highest possible absorption of the transferred funds in Member States eligible for funding from the Cohesion Fund; furthermore, the calls for proposals organised by the Commission should address cross-border sections as a matter of priority as such sections are often underfunded although in many cases they constitute bottlenecks.

In particular, a dedicated SME instrument that is targeted at all types of SMEs with an innovation potential, in a broad sense, shall be created under a single centralised management system and implemented primarily in a bottom-up manner through a continuously open call tailored to the needs of SMEs as set out under the specific objective "Innovation in SMEs" in Point 3.3 (a) of Part II of Annex I. That instrument shall take account of the specific objective "Leadership in enabling and industrial technologies" set out in Point 1 of Part II of Annex I and each of the specific objectives under the priority "Societal challenges" set out in Points 1 to 7 of Part III of Annex I and shall be implemented in a consistent manner.

For the purposes of this Section, "tendering procedure" shall mean the organisation of a competition among interested parties in the form of an invitation to tender or similar procedure, the contract being awarded to the party submitting the most advantageous tender complying with the rules laid down in this Regulation.
