Du côté de la demande, la situation est marquée par une augmentation de la population mondiale et une progression du niveau de vie (notamment dans les pays émergents), qui engendrent une demande d'aliments plus diversifiés et de qualité qui exige une hausse de la production alimentaire.
On the demand side, the situation is characterised by an increasing world population, by an increasing standard of living (especially in the emerging countries) creating demand for a more varied, high-quality diet requiring additional food production.

L. whereas Djibouti continues to face enormous challenges and its situation is becoming alarming in the wake of the world food crisis; whereas the Ogaden, the Somali region of Ethiopia, is suffering from severe drought and the government-controlled food aid intended for its inhabitants is failing to reach them, despite the recent progress in the delivery of food aid by the World Food Programme (WFP) in this region, given that delays are still being reported thanks to the need for military authorisation to travel in the Somali region,

Les mesures adoptées dans le cadre de cette facilité de financement devraient aider les pays en développement à dynamiser leur productivité agricole au cours des prochaines campagnes, à réagir rapidement à leurs besoins immédiats et à ceux de leur population, et à prendre les premières mesures nécessaires pour prévenir autant que possible d'autres situations d'insécurité alimentaire, tout en contribuant à atténuer les effets de la volatilité des prix alimentaires au niveau mondial, et ce au bénéfice des personnes les plus démunies, des petits exploitants et également des consommateurs et des agriculteurs européens.
The measures adopted with this financing facility should help developing countries to boost agricultural productivity in the next seasons, to respond rapidly to the immediate needs of the countries and their population and to take initial steps needed to prevent as far as possible further food insecurity situations, and also contribute to mitigating the effects of the volatile food prices globally, to the benefit of the poorest people, of small-holder farmers and also of European consumers and farmers.

La politique de la Communauté en matière de sécurité alimentaire a évolué et vise désormais à soutenir de vastes stratégies de sécurité alimentaire aux niveaux national, régional et mondial, en limitant l'aide alimentaire aux situations à caractère humanitaire et aux crises alimentaires et en évitant de perturber la production et les marchés à l'échelon local. Elle doit tenir compte de la situation propre aux pays qui sont structurellement fragiles et fortement dépendants de l'aide en matière de sécurité alimentaire, afin d'éviter que l'aide communautaire dont ils bénéficient ne soit brutalement réduite.
Community policy on food security has evolved towards supporting broad-based food security strategies at national, regional and global level, limiting the use of food aid to humanitarian situations and food crises and avoiding disruptive effects on local production and markets, and needs to take into account the specific situation of countries that are structurally fragile and highly dependent on support for food security, in order to avoid a steep reduction of Community assistance to these countries.

La convention, qui a été renégociée en 1999, a pour objectif de contribuer à la sécurité alimentaire mondiale et à renforcer la capacité de la communauté internationale de répondre aux situations d'urgence alimentaire et aux autres besoins alimentaires des pays en développement.
