«S'il ressort du rapport que les options tarifaires dans lesquelles le tarif applicable aux services nationaux s'applique aussi bien aux services nationaux qu'aux services d'itinérance réglementés ne sont pas fournies par au moins un fournisseur de services d’itinérance dans chaque État membre pour tous les forfaits au détail soumis au critère de l'utilisation raisonnable, ou que les offres des fournisseurs de services d'itinérance alternatifs n’ont pas rendu aisément accessibles aux consommateurs dans l’ensemble de l’Union des tarifs d’itinérance au détail substantiellement équivalents, la Commission adresse, au plus tard à la même date, des propositions appropriées au Parlement européen et au Conseil pour remédier à la situation et faire en sorte qu’il n’y ait pas de différence entre les tarifs nationaux et les tarifs d’itinérance au sein du marché intérieur».
ʻIf the report shows that tariff options, in which the domestic service rate applies both to domestic and regulated roaming services, are not provided in all retail packages for reasonable use by at least one roaming provider in each Member State, or that the offers by alternative roaming providers have not made substantially equivalent retail roaming tariffs easily available to consumers throughout the Union, the Commission shall by the same date make appropriate proposals to the European Parliament and the Council to address the situation and ensure that there is no difference between national and roaming tariffs within the internal market.ʼ

En effet, il ressort du point 1 du premier groupe de conditions d’admission de l’avis de vacance que, conformément à l’article 98 du statut, les candidats devaient être soit des fonctionnaires du secrétariat général du Conseil de l’Union européenne, de la Commission ou du SEAE, soit des agents temporaires auxquels s’applique l’article 2, sous e), du RAA, à savoir des membres du personnel détaché des services diplomatiques nationaux des États membres engagés pour occuper temporairement un poste permanent au SEAE, soit des membres du personnel des services diplomatiques nationaux des États membres.
It is clear from paragraph 1 of the first group of eligibility criteria contained in the vacancy notice that, according to Article 98 of the Staff Regulations, candidates must be officials of the General Secretariat of the Council of the European Union, of the Commission or of the EEAS, or temporary staff to whom Article 2(e) of the CEOS applies, that is to say, staff seconded from the national diplomatic services of the Member States engaged in order to occupy temporarily a permanent post within the EEAS, or staff from the national diplomatic services of the Member States.
