− (PT) Je vote pour ce rapport, d’abord parce qu’il constitue une amélioration significative par rapport aux accords bilatéraux actuels entre les États membres et le Canada, très restreints à ce jour, et ensuite parce qu’il apporte de grandes améliorations en matière de services et de liaison entre les deux marchés et qu’il aura des répercussions positives pour l’économie, l’environnement, la sécurité, le transport des passagers, la concurrence et les aspects juridiques, entre autres.
− (PT) I am voting for this report, firstly because it is a substantial improvement on the current bilateral agreements between Member States and Canada, which are quite restricted, and secondly because of the significant improvement that it offers in terms of services and air connections between the two markets, with the resulting economic, environmental, security, passenger transport, competition and legal benefits, amongst other things.

Il se peut que d’autres aides en faveur de services de conseil et de consultance soient jugées compatibles avec la section D.2, point 36, de l’encadrement «environnement», en liaison avec l’acte cité au point 1, alinéa f), de l’annexe XV de l’accord EEE (66) (aides aux petites et moyennes entreprises).
It might be that further support for advisory and consultancy services would be considered compatible with section D.2 (36) of the Environmental Guidelines, in conjunction with the Act referred to under point 1(f) of Annex XV to the EEA Agreement (66) (aid to small and medium-sized enterprises).

According to Article 4(1)(a) of the Regulation on access for Community air carriers to intra-Community air routes [55], a Member State, following consultations with the other Member States concerned and after having informed the Commission and air carriers operating on the route, may impose a public service obligation in respect of scheduled air services to an airport serving a peripheral or development region in its territory or on a thin route to any regional airport in its territory, any such route being considered vital for the economic development of the region in which the airport is located, to the extent necessary to ensure on that route the adequate provision of scheduled air services satisfying fixed standards of continuity, regularity, capacity and pricing, which standards air carriers would not assume if they were solely considering their commercial interest.

(3) considérant que la directive 90/388/CEE conclut que l'existence de droits exclusifs ou spéciaux dans le domaine des services de télécommunications constitue fondamentalement une infraction à l'article 90 du traité, en liaison avec l'article 59, parce qu'ils limitent l'offre de services transfrontaliers; que, en matière de services et réseaux de télécommunications, ces droits spéciaux ont été définis dans ladite directive;
(3) Directive 90/388/EEC establishes that the granting of special or exclusive rights to telecommunications services to telecommunications organizations is in breach of Article 90 of the Treaty, in conjunction with Article 59 of the Treaty, since they limit the provision of cross-border services. As far as telecommunications services and networks are concerned such special rights were defined in that Directive.

(8) considérant que la directive 90/388/CEE rappelle que les règles du traité, y compris celles relatives à la concurrence, s'appliquent au service télex; que, en même temps, elle établit que l'octroi de droits exclusifs ou spéciaux pour la fourniture de services de télécommunications aux organismes de télécommunications est contraire à l'article 90 paragraphe 1 en liaison avec l'article 59 du traité, parce qu'ils limitent l'offre de services transfrontaliers; que la directive avait cependant considéré qu'une approche spécifique était requise, compte tenu de prévisions relatives à l'érosion rapide de l'importance du service télex; que, entre-temps, il s'est avéré que le télex continuera de coexister avec les nouveaux services tels que la télécopie dans les prochaines années, notamment parce que le télex est le seul réseau normalisé couvrant l'ensemble du monde et dont les messages font foi dans les litiges judiciaires; que le maintien de cette approche n'est dès lors plus justifié;
(8) Directive 90/388/EEC states that the rules of the Treaty, including those on competition, apply to telex services. At the same time it establishes that the granting of special or exclusive rights for telecommunications services to telecommunications organizations is in breach of Article 90 (1) of the Treaty, in conjunction with Article 59 of the Treaty, since they limit the provision of cross-border services. However, it was considered in the Directive that an individual approach was appropriate, as a rapid decline of the service was expected. It the meantime it has become clear that the telex service will continue to coexist with new services like facsimile in the forseeable future, given that the telex network is still the only standardized network with worldwide coverage and providing legal proof in Court. It is therefore no longer justified to maintain the initial approach.
