The ODR platform should enable the secure interchange of data with ADR entities and respect the underlying principles of the European Interoperability Framework adopted pursuant to Decision 2004/387/EC of the European Parliament and of the Council of 21 April 2004 on interoperable delivery of pan-European eGovernment services to public administrations, businesses and citizens (IDABC)

La décision s'inscrit dans le contexte de l'initiative relative à la fourniture interopérable de services paneuropéens d'administration en ligne aux administrations publiques, aux entreprises et aux citoyens (IDABC). Elle s’intègre aussi dans la droite ligne du programme e-Europe et du programme e-Governement (l’administration en ligne).
This decision is connected with the initiative on the interoperable delivery of pan-European e-government services to public administrations, businesses and citizens (IDABC); it also follows directly on from the e-Europe programme and the e-Government programme (government on-line services).

Compte tenu du développement et de l'établissement d'un service paneuropéen d'administration en ligne et des réseaux télématiques interopérables sous-jacents, il y a lieu d'envisager la possibilité de créer un système électronique pour l'échange d'informations entre les points de contact produit, conformément à la décision 2004/387/CE du Parlement européen et du Conseil du 21 avril 2004 relative à la fourniture interopérable de services paneuropéens d'administration en ligne aux administrations publiques, aux entreprises et aux citoyens (IDABC) (12).
In view of the development and establishment of a pan-European eGovernment service and the underlying interoperable telematic networks, the possibility of establishing an electronic system for the exchange of information between Product Contact Points should be envisaged, in accordance with Decision 2004/387/EC of the European Parliament and of the Council of 21 April 2004 on the interoperable delivery of pan-European eGovernment services to public administrations, businesses and citizens (IDABC) (12).

- Pour le deuxième trimestre 2009: la Commission mettra à jour les profils de pays établis par l'étude réalisée dans le cadre du programme IDABC[16] (fourniture interopérable de services paneuropéens d'administration en ligne aux administrations publiques, aux entreprises et aux particuliers) sur la reconnaissance mutuelle des signatures électroniques utilisées pour les applications d'administration en ligne[17].
- By second quarter 2009: the Commission will update the country profiles of the IDABC (Interoperable Delivery of European e-Government Services to public Administrations, Business and Citizens)[16] study[17] on mutual recognition of e-signatures for e-government applications.

En coopération avec les délégués des États membres au sein du PEGSCO et les représentants des secteurs, la Commission continuera de travailler aux domaines prioritaires définis avec les États membres et confirmés dans le «plan d’action i2010 pour l’e-gouvernement: accélérer l’instauration de l’administration en ligne en Europe dans l’intérêt de tous»[4] dans le but de soutenir la mise en place de services paneuropéens d’administration en ligne. Elle coopèrera également avec le sous-groupe «e-gouvernement» du groupe à haut niveau i2010 constitué dans le cadre du plan d’action précité.
In co-operation with Member State representatives in the PEGSCO and sectors, the Commission will continue to refine the focus areas agreed with Member States and confirmed by the “i2010 eGovernment Action Plan: Accelerating eGovernment in Europe for the Benefit of All”[4] with a view to supporting the development of pan-European eGovernment services, also working in co-operation with the eGovernment Sub-Group of the i2010 High Level Group established in the context of the i2010 eGovernment Action Plan.
