Regrets that according to the Court of Auditors' annual report, the staff costs claimed by beneficiaries are not usually being verified on the basis of original supporting documentation, even though the Centre’s ex ante verifications of grants (awarded on an annual basis to a network of national partners) consist of a comprehensive desk-analysis of cost claims submitted by grant beneficiaries, as well as a review of certificates obtained from external auditors which were contracted by the beneficiaries or of certificates from independent public officers; regrets the fact that related ex post verifications were last carried out in 2009 and stresses the need to carry out ex post verifications in order to enhance the procedure; notes with concern that according to the Court of Auditors' findings, ex ante verifications provide only limited assurances and suggests that ex ante verification procedures should be strengthened; calls on the Centre to address this issue and to report to the discharge authority on the steps taken within the framework of the 2012 discharge follow-up;

L’internalisation des contrôles ex ante suppose en particulier une distinction claire entre tâches d’initiation et de vérification des opérations d’exécution budgétaire, chaque institution devant en outre adopter un code de normes professionnelles applicable aux agents en charge des vérifications, ex ante et ex post.
The internalisation of ex ante controls requires, in particular, a clear distinction between tasks relating to the initiation of operations in implementation of the budget and tasks relating to the verification of such operations. Moreover, each institution should adopt a code of professional standards applicable to the staff responsible for ex ante and ex post verifications.

2. Par vérification ex ante d’une opération, il faut entendre l’ensemble des contrôles ex ante mis en place par l’ordonnateur compétent afin d’en vérifier ses aspects opérationnels et financiers.
2. Ex ante verification of an operation shall be understood as all the ex ante checks put in place by the authorising officer responsible in order to verify its operational and financial aspects.

4. se dit satisfait que, depuis le 1 octobre 2007, deux unités administratives distinctes (une unité d'audit interne et une unité de vérification) aient été mises en place, avec deux chefs d'unité distincts, ce qui met fin à une situation critiquée les années précédentes, tant par la Cour des comptes que par le Parlement, où le chef du service d'audit interne était responsable de la vérification ex ante des opérations des ordonnateurs;
