17. est conscient qu'à la suite des demandes du Parlement, un montant de 50 000 000 EUR en crédits de paiement a été inscrit dans le budget 2012 à la ligne budgétaire 04 05 01 consacrée au Fonds; constate toutefois que, pour la deuxième année consécutive, ces crédits de paiement se sont révélés insuffisants pour couvrir les demandes de financement de l'ensemble de l'exercice et qu'il ait fallu recourir à un budget rectificatif pour réunir les crédits de paiement manquants via des virements à partir d'autres lignes budgétaires; estime que ces deux éléments ne témoignent pas d'une bonne gestion budgétaire; rappelle que le Fonds a été créé en tant qu'instrument spécifique visant à apporter une réponse immédiate et adéquate à des licenciements massifs qui sont la conséquence directe ou indirecte de la mondialisation; souligne dès lors que si le Fonds ne dispose pas d'une dotation suffisante, de manière à éviter de recourir, comme cela a été fait précédemment, à des virements à partir d'autres lignes budgétaires, on ne peut garantir son intégrité et le fait qu'il doit intervenir en cas d'urgence;
17. Acknowledges that following requests from Parliament, the 2012 budget shows payment appropriations of EUR 50 000 000 on the EGF budget line 04 05 01; notes, however, that for the second consecutive year, these payment appropriations have turned out to be insufficient to cover the funding requests for a whole year and the missing payment appropriations have to be marshalled though an amending budget by means of transfers from other budget lines; believes that both these facts do not denote sound budgeting; recalls that the EGF was created as a specific instrument to give an immediate and adequate response to mass redundancies due to the direct and indirect effects of globalisation; emphasises that without adequate appropriations, and in order to avoid systematic transfers from other budget lines, as has happened in the past, neither the emergency nature of the EGF or its integrity can be guaranteed;

2.1. Un programme prudent d'activité doit être présenté par les cofinanceurs ou les parrains du fonds, précisant, entre autres, le marché cible, les critères, termes et conditions de financement, le budget opérationnel du fonds, le régime de propriété et les partenaires de cofinancement, le professionnalisme, la compétence et l'indépendance de la gestion, les statuts du fonds, la justification et l'utilisation prévue de la contribution des Fonds structurels, la politique de sortie des investissements et les règles de liquidation du fonds, y compris la réutilisation des ressources attribuables à la contribution des Fonds structurels.
2.1. A prudent business plan shall be submitted by the co-financiers or sponsors of the fund specifying, inter alia, the targeted market, the criteria, terms and conditions of financing, the operational budget of the fund, the ownership and co-financing partners, the professionalism, competence and independence of the management, the fund's by-laws, the justification and intended utilisation of the Structural Funds' contribution, the investment exit policy, and the winding-up provisions of the fund, including the reutilisation of returns attributable to the contribution from the Structural Funds.

Les cofinanceurs ou les parrains des fonds présentent un programme prudent d'activité qui précise entre autres le marché cible, les crédits, termes et conditions de financement, le budget opérationnel du fonds, les partenaires de cofinancement, les statuts du fonds, l'indépendance de la gestion, les règles de liquidation des fonds.
The part-financers or sponsors of funds must submit a prudent business plan specifying, among other things, the targeted market, the appropriations, the terms and conditions of financing, the operational budget of the fund, the part-financing partners, the fund's by-laws, the independence of the management and the provisions for winding up the fund.
