69. reconnaît les bénéfices que représente la législation de l'Union sur la nature pour la préservation des écosystèmes, des habitats et des espèces dans les zones protégées; déplore cependant que les régions ultrapériphériques françaises, qui constituent des réserves uniques d'espèces et d'écosystèmes et une part conséquente de la biodiversité mondiale et européenne, soient exclus de ce cadre législatif et de tout autre cadre législatif adapté à leurs spécificités; souligne pourtant le succès de l'ensemble des projets financés par le programme LIFE + dans ces régions et de l'initiative européenne BEST pour renforcer la conservation de la diversité biologique et l'adaptation aux changements climatiques dans les régions ultrapériphériques et les pays et territoires d'outre-mer;
69. Recognises the benefits of EU nature legislation for the preservation of ecosystems, habitats and species in protected areas; regrets, however, that the French outermost regions, which constitute unique reserves of species and ecosystems and represent a significant proportion of European and global biodiversity, are excluded from this legislative framework and from all other legislative frameworks adapted to their specific characteristics; emphasises, however, the success of all projects financed by the LIFE+ programme in these regions and of the European BEST initiative to strengthen biodiversity conservation and adaptation to climate change in the outermost regions and the overseas countries and territories;

29. est convaincu que l'absence de démocratie est l'une des causes fondamentales de l'instabilité politique dans la région et que le respect des droits de l'homme et des principes démocratiques fondamentaux constitue la meilleure garantie à long terme contre l'instabilité chronique dans les pays de la région MOAN; demande à l'Union européenne et aux États membres de ne pas voir uniquement la région MOAN sous l'angle des menaces pesant sur la sécurité à court terme et de soutenir de manière active et durable les aspirations démocratiques des sociétés de la région; souligne la nécessité de prendre des mesures équilibrées qui s'inscrivent dans une démarche globale et ambitieuse pour la démocratie, de lier la politique de sécurité à celle des droits de l'homme, une des priorités de l'Union européenne; souligne l'importance de renforcer la stabilité à long terme de la région MOAN en demandant à l'Union européenne de continuer à soutenir la société civile, notamment grâce à l'instrument européen pour la démocratie et les droits de l'homme (IEDDH) et au mécanisme de voisinage en faveur de la société civile de la PEV, ainsi qu'aux nouveaux instruments de soutien à la démocratie tels que le Fonds européen pour la démocratie (FEDEM); invite les États membres, dans un esprit de solidarité et d'engagement, à doter le budget du Fonds d'un financement suffisant pour garantir un soutien d'une souplesse et d'une efficacité maximales aux acteurs du changement démocratique dans la région; invite le SEAE à redoubler d'efforts pour la diffusion et l'explication des valeurs européennes, notamment grâce à des contacts réguliers avec les autorités et, parallèlement, avec les représentants des sociétés civiles;
29. Is convinced that the lack of democracy is one of the fundamental causes of political instability in the region and that respect for human rights and basic democratic principles is the strongest safeguard in the long term against chronic instability in the countries of the MENA region; calls on the EU and its Member States not to view the MENA region through the lens of short-term security threats only and to provide active and sustainable support to the democratic aspirations of societies in the region; highlights the need for balanced action to be taken, in the framework of a holistic and ambitious approach for democracy, to couple the security policy with that on human rights, which is one of the EU’s priorities; stresses the importance of enhancing long–term stability in the MENA region through continuing EU support to civil society, notably though the European Instrument for Democracy and Human Rights (EIDHR) and the ENI Civil Society Facility, as well as through new pro-democracy tools such as the European Endowment for Democracy (EED); calls on the Member States, in a spirit of solidarity and commitment, to provide the Endowment's budget with sufficient funding to ensure the most flexible and effective support for local actors of democratic change in the region; calls on the EEAS to redouble its efforts to spread and explain European values, in particular through its regular contacts with the authorities and, at the same time, with representatives of civil societies;

G. considérant qu'une adhésion réussie de la Croatie aura des implications plus vastes sur le plan européen et régional et conférera un élan positif au processus de l'intégration européenne à la fois dans l'Union européenne et dans la région des Balkans occidentaux; que la perspective d'adhésion à l'Union européenne est un puissant encouragement, pour les autres pays de la région des Balkans occidentaux, sur la voie de l'intégration européenne, à mener les réformes politiques, économiques et législatives nécessaires et à consolider la paix, à renforcer la stabilité et à favoriser la réconciliation dans la région sur la base de bonnes relations de voisinage; que l'Union devrait renforcer la perspective européenne à l'intention des pays voisins de la Croatie et encourager constamment ces pays à remplir leurs obligations dans le cadre de leur propre processus d'adhésion complète à l'Union;
G. whereas Croatia's successful accession will have wider European and regional implications and will give positive impetus to the process of European integration in both the EU and the Western Balkan region; whereas the prospect of EU membership is a powerful incentive for candidate and potential candidate countries in the region, on the path to European integration, to pursue the necessary political, economic and legislative reforms and the strengthening of peace, stability and reconciliation based on good-neighbourly relations; whereas the EU should reinforce the European perspective for Croatia's neighbouring countries and constantly encourage those countries to fulfil their obligations on their own route to full EU membership;

(4) Outre les régions ultrapériphériques, telles que définies à l'article 299, paragraphe 2, du traité instituant la Communauté européenne, et les régions ou îles les moins favorisées, y compris les zones rurales, citées à l'article 158, paragraphe 2, du traité, il existe dans l'Union européenne des régions isolées, des régions éloignées d'accès difficile et des régions faiblement peuplées, telles celles de la partie septentrionale de l'Europe, qui présentent des caractéristiques influant sur la planification et la mise en oeuvre adéquates d'actions de protection civile.
(4) In addition to the outermost regions as defined in Article 299(2) of the Treaty establishing the European Community and the least favoured regions or islands, including rural areas, as referred to in the second paragraph of Article 158 of the Treaty, there are isolated regions, remote regions which are not easily accessible and sparsely populated regions in the European Union such as those in the northern part of Europe which have characteristics that affect the proper planning and implementation of civil protection.

L'article 299, paragraphe 2, constitue donc un instrument fondamental pour : premièrement, aider à promouvoir l'égalité des chances entre les citoyens européens des régions ultrapériphériques ; deuxièmement, promouvoir une bonne et entière intégration des régions ultrapériphériques à l'Union européenne et à la dynamique du grand marché intérieur ; troisièmement, permettre aux régions ultrapériphériques de répondre le mieux possible aux défis de la mondialisation et de l'élargissement de l'Union européenne, défis auxquels elles sont particulièrement vulnérables.
Article 299(2) is therefore a crucial instrument in various way: firstly, in helping to promote equal opportunities for European citizens who are resident in the outermost regions. Secondly, it is crucial to promoting full and successful integration of the outermost regions into the European Union and into the dynamic of the single market. Thirdly, this article is crucial to enabling the outermost regions to respond better to the challenges posed by globalisation and by the enlargement of the European Union, to which they are particularly vulnerable.
