5. In the selection of measures under this Article, the Parties shall give priority to those which cause least disturbance to the achievement of the aims of this Agreement.

I totally agree with the rapporteur’s opinion that all those developments in the global situation that have taken place could, if they are not dealt with appropriately in the process of revising the agreement, make it difficult to achieve the objective of the Cotonou Agreement and the Millennium Development Objectives by the year 2015.

Au même moment s'ouvrait, dans ladite déclaration politique, une éventuelle perspective d'avenir qu'il convient à présent de souligner : "La réalisation des objectifs de ces accords et le renforcement de la coopération devraient établir les conditions conformément auxquelles, sur la base des résultats du Programme de travail de Doha que nous nous sommes engagés à conclure au plus tard à la fin de l'année 2004, des accords d'association viables et mutuellement bénéfiques pourraient être négociés entre l'UE et l'Amérique centrale et entre l'UE et la Communauté andine, qui comprendraient des zones de libre-échange".
At the same time the same declaration opened up future prospects that should be highlighted here: ‘The achievement of the objectives of such agreements and the strengthening of cooperation should establish conditions under which, building on the outcome of the Doha Work Programme, which we have committed to complete by the end of 2004, feasible and mutually beneficial Association Agreements, including FTA, could be negotiated between the EU and Central America and between the EU and the Andean Community’.
