Therefore, His Excellency the Governor General in Council, on the recommendation of the Minister of Transport, pursuant to paragraph 562.1(1)(a) of the Canada Shipping Act and subparagraph 12(1)(a)(viii) of the Arctic Waters Pollution Prevention Act, is pleased hereby to revoke the Charts and Publications Regulations, C.R.C., c. 1415, and to make the annexed Regulations requiring the presence on board ships of appropriate charts, tide tables and other nautical documents or publications and respecting their maintenance and use, in substitution therefor.

Attendu que, conformément au paragraphe 562.12(1)Note de bas de page de la Loi sur la marine marchande du Canada, le projet de Règlement rendant obligatoires la présence à bord des navires des cartes marines, tables des marées et autres documents ou publications nautiques pertinents, leur mise à jour et leur utilisation, conforme en substance au texte ci-après, a été publié dans la Gazette du CanadaPartie I le 23 avril 1994 et que les propriétaires de navire, capitaines, marins et toute autre personne intéressée ont ainsi eu la possibilité de présenter leurs observations à cet égard au ministre des Transports,
Whereas, pursuant to subsection 562.12(1)Footnote of the Canada Shipping Act, a copy of the proposed Regulations requiring the presence on board ships of appropriate charts, tide tables and other nautical documents or publications and respecting their maintenance and use, substantially in the form annexed hereto, was published in the Canada Gazette Part I on April 23, 1994, and a reasonable opportunity was thereby afforded to ship owners, masters, seamen and other interested persons to make representations to the Minister of Transport with respect thereto;

Reference may be made to Written Declaration P6_TA(2007)0599 adopted during the previous parliamentary term, the report of 2008 on enhancing the role of European SMEs in international trade (INI/2008/2205), the report on the impact of counterfeiting on international trade (INI/2008/2133) and the resolution of November 2009 on the Regulation on the compulsory indication of the country of origin of certain products imported from third countries (B7-0145/2009).

Such an unsatisfactory situation can be avoided by prolonging the current voluntary arrangements laid down in Council Regulation (EC) No 820/97 and by delaying the entry into force of the compulsory labelling system laid down in Article 19 of that Regulation, by not more than eight months, while making compulsory, with effect from 1 January 2000, labelling specifying the reference code or number as set out in Article 16(3) of that Regulation, and the place of slaughter .
