(Return tabled) Question No. 444 Mr. Hoang Mai: With regard to the allegations of and investigations into corruption at the Canada Revenue Agency (CRA): (a) how many employees have been fired or constructively dismissed over allegations of corruption, (i) what was their position or role at the CRA, (ii) how many have left under unfavorable circumstances over allegations of corruption, (iii) how did these allegations come to light at the CRA, (iv) were the CRA employees given the specific cause for their dismissal, (v) what are the different reasons for their dismissal; (b) under which authority does the CRA conduct investigations into allegations of corruption and with what investigative tools; (c) how many internal investigations were there at the CRA (i) this year, (ii) in the past two decades; (d) does the CRA employ internal auditors whose responsibilities include investigating allegations of corruption, and, if so, (i) how many such Full-Time Equivalent (FTE) internal auditors does the CRA employ, (ii) what are their job descriptions; (e) does the CRA employ external auditors whose responsibilities include investigating allegations of corruption, and, if so, (i) how many such FTE external auditors does the CRA employ, (ii) what are their job descriptions; (f) what was the budget for those internal and external auditors identified in (d) and (e) in 2009-2010 and 2010-2011; (g) what is the 10-year trend for the budgeting and FTE staffing of internal and external auditors at the CRA; (h) has the CRA’s internal capacity to investigate increased or decreased and, if so, by how much; (i) are there different departments within the CRA handling internal investigations into allegations of corruption; (j) what are the different processes involved in an investigation into allegations of corruption at the CRA, (i) at what time in the investigative process is the RCMP involved, (ii) how many times has the RCMP been involved in investigative processes at the CRA, (i ...

Nous avons aussi signalé dans notre rapport que le Bureau du contrôleur général avait fourni une direction et une orientation satisfaisantes aux services ministériels de vérification interne et aux comités ministériels de vérification. Comme nous l'avons indiqué dans notre rapport, même si les progrès sont considérables, peu de services ministériels de vérification interne ont subi des évaluations externes de la qualité, comme l'exigent les normes professionnelles.

Ces réunions viendraient s'ajouter aux deux réunions ministérielles qui se tiennent chaque année pour approfondir le dialogue politique UE-CCG. 3. Le Conseil conjoint a reçu un rapport du Comité mixte de coopération sur le suivi des recommandations issues de la réunion ministérielles de Grenade au niveau de la troïka en ce qui concerne le renforcement de la coopération entre les deux régions dans le domaine des relations économiques et commerciales et des relations culturelles et scientifiques.
This is in addition to the two Ministerial meetings every year to further EU-GCC political dialogue. 3. The Joint Council received a report from the Joint Cooperation Committee on the follow-up to the Granada Troika ministerial recommendations on strengthening cooperation between the two regions in the areas of economic and trade relations and cultural and scientific relations.

9. Le Conseil présente donc les éléments suivants en vue d'engager des actions que le Conseil européen d'Essen pourrait approuver : - rappeler que l'Union européenne est disposée à appuyer les pays méditerranéens dans les efforts qu'ils déploient pour transformer progressivement leur région en une zone de paix, de stabilité, de prospérité et de coopération par l'instauration d'un partenariat euro-méditerranéen et à renforcer progressivement les relations commerciales entre les parties, entre autres, sur la base des résultats du cycle d'Uruguay ; - achever d'ici à la fin de cette année les négociations avec le Maroc, la Tunisie et Israël comme l'a demandé le Conseil européen de Corfou ; - engager prochainement des négociations analogues avec l'Egypte et d'autres pays méditerranéens éligibles qui le souhaitent ; - continuer à appuyer l'Algérie sur le plan économique, comme l'a envisagé le Conseil européen de Corfou, tout en demandant qu'un dialogue s'instaure entre toutes les parties qui rejettent la violence ; - inviter la Commission et le Conseil à traduire dans les faits les principes énoncés au point 6) ; - clôturer les négociations avec la Turquie sur l'achèvement et la mise en oeuvre intégrale de l'union douanière et renforcer les relations avec ce partenaire ; - confirmer à nouveau que la prochaine phase de l'élargissement de l'Union concernera Chypre et Malte et inviter le Conseil à examiner au début de 1995 de nouveaux rapports à présenter par la Commission ainsi qu'un rapport de l'observateur européen pour Chypre. 10. Le Conseil recommande que le Conseil européen décide que l'Union européenne convoquera au second semestre de 1995 une conférence ministérielle euro-méditerranéenne.
9. The Council, therefore, submits the following elements for actions which could be endorsed by the European Council in Essen: - to reiterate the European Union's willingness to support the Mediterranean countries in their efforts to progressively transform their region into a zone of peace, stability, prosperity and cooperation by establishing a Euro-Mediterranean partnership and to strengthen progressively trade relations between the partieson the basis inter alia of the results of the Uruguay Round; - to conclude, by the end of this year, the negotiations with Morocco, Tunisia and Israel as requested by the European Council at Corfu; - to open similar negotiations in the near future with Egypt and other eligible Mediterranean countries wishing to do so; - to continue economic support to Algeria, as envisaged by the European Council at Corfu, while calling for dialogue among all those who reject violence; - to invite the Commission and the Council to implement the principles referred to in paragraph 6; - to conclude the negotiations with Turkey on the completion and full implementation of the Customs Union and to reinforce the relations with this partner; - to reconfirm that the next phase of enlargement of the Union will involve Cyprus and Malta and to invite the Council to examine in early 1995 new reports to be presented by the Commission as well as a report by the European observer for Cyprus. 10. The Council recommends that the European Council agree that the European Union should convoke in the second half of 1995 a Euro- Mediterranean Ministerial Conference.
