Calls on the Commission to use all the tools at its disposal to foster a more coordinated approach vis-à-vis developed countries in order to promote greater reciprocity in tax matters, in particular with regard to the exchange of information with the United States of America following the entry into force of the Foreign Account Tax Compliance Act; calls also on the Commission, against the background of the agreement of 27 May 2015 between the EU and Switzerland on the automatic exchange of financial account information, to monitor carefully, with a view to preserving the single market, the agreed phasing out of some harmful tax practices in Switzerland, in line with BEPS guidelines, and that no new harmful tax measures are introduced in the future; calls on the Commission in its ongoing negotiations with Switzerland to suggest the introduction of controlled foreign companies rules in Swiss law; insists that the Commission must ensure that Switzerland follows the EU approach on taxation and report to Parliament;

18. rappelle que la libre circulation des personnes est l'une des libertés fondamentales et un pilier du marché unique et qu'elle a toujours été une partie indissociable de l'approche bilatérale entre l'Union européenne et la Suisse et une condition préalable indispensable; soutient par conséquent entièrement le rejet par l'Union européenne, en juillet 2014, de la demande des autorités suisses de renégocier l'ALCP en vue d'introduire un quota ou un système de préférences nationales; prend acte avec inquiétude de rapports sur la pratique de certaines entreprises et de certains cantons sur l'application de préférences nationales et rappelle que cette pratique va à l'encontre de l'accord sur la libre circulation;

Reiterates that the free movement of persons is one of the fundamental freedoms and a pillar of the single market and that it always has been an inseparable part of and precondition for the bilateral approach between the EU and Switzerland; therefore fully supports the EU’s rejection of July 2014 of the Swiss Authorities’ request to renegotiate the FMPA with a view to introducing a quota or a national preference system; notes with concern reports concerning the application by some firms and cantons of a national preference system, and points out that such a practice is at odds with the agreement on freedom of movement;
