– The next item is the debate on the following report (A5-0321/2001 ) by Mrs Korhola, on behalf of the Committee on the Environment, Public Health and Consumer Policy, on the proposal for a European Parliament and Council Directive on providing for public participation in respect of the drawing up of certain plans and programmes relating to the environment and amending Council Directives 85/337/EEC and 96/61/EC (COM(2000) 839 – C5-0027/2001 – 2000/0331(COD)).

Par contre, le rapport soulève quelques problèmes de fond, à savoir : tout d'abord le chevauchement éventuel de textes prévoyant une participation du public et notamment les directives sur les études d'impact environnemental, sur la prévention et sur la réduction de la pollution.
However, the report gives rise to some fundamental problems. First of all, the possible overlapping of texts prescribing public participation and, in particular, the directives on environmental impact studies and on the prevention or reduction of pollution.

Dans une Union à vingt-cinq (sans la Roumanie et la Bulgarie, leur position de négociation prévoyant une adhésion plus tardive), les disparités seraient sensiblement moins prononcées, et la progression du niveau relatif de prospérité des régions des quinze Etats membres actuels serait moindre, par rapport à la situation dans une Union à vingt-sept analysée dans le deuxième rapport.
In a Europe of 25 (excluding Romania and Bulgaria who, in their negotiating position, foresee accession at a later stage) the disparities are appreciably narrower, and the increase in the relative prosperity of regions in the Fifteen less pronounced, compared to the situation in the Europe of 27 which was analysed in the Second Report.
