Adopté le 13 mai 2015, l'agenda européen en matière de migration décline les orientations politiques définies par le président Juncker en une série d'initiatives spécialement conçues pour mieux gérer les migrations dans tous leurs aspects.Dans sa première partie, l'agenda définit des mesures immédiates destinées à éviter les tragédies humaines et à faire face aux urgences.
The European Agenda on Migration, adopted on 13 May 2015 develops the political guidelines of President Juncker into tailored initiatives aimed at managing migration better in all its aspects. The first part of the Agenda defines immediate measures to prevent human tragedies and to deal with emergencies.

Nous avons besoin d'un compromis, et ce Parlement a montré la voie à suivre en première lecture en proposant l'utilisation d'un quotient.
We need a compromise, and this Parliament pointed the way at first reading with proposals such as the use of a quotient.

Il importe d'aider les famille au travers du système fiscal, principalement en adaptant la structure de l'impôt sur le revenu des personnes physiques et la TVA. Dans le premier de ces cas, la solution optimale peut s'inspirer des mesures adoptées en France, par exemple un quotient familial qui permet de réduire sensiblement la charge fiscale des familles élevant des enfants.
What is needed is support for families through the tax system, chiefly the structure of income tax on natural persons and VAT; in the former instance the best solution is the kind adopted in France, for example a family quotient enabling the tax burden for families bringing up children to be markedly reduced.

Pour le Québec qui, comme je le mentionnais tout à l'heure, ne possède pas de garantie constitutionnelle, tout comme l'Ontario d'ailleurs-pensons aux Franco-Ontariens qui résident dans des territoires très étendus et qui n'ont pas plus de protection que les Québécois et les Québécoises à ce niveau-là-réduire la déviation du quotient de 25 à 15 p. 100 met directement en péril les circonscriptions de la Gaspésie et du Bas-Saint-Laurent.
The first amendment proposes reducing the allowable variation from the provincial quota from 25 per cent to 15 per cent. For Quebec, which, like Ontario by the way, has no constitutional guarantee as I mentioned earlier-we think about franco-Ontarians who are scattered across a large area and have no more protection than Quebecers at that level-reducing the allowable variation from the quota from 25 per cent to 15 per cent directly imperils the ridings in the Gaspé Peninsula and the Lower St. Lawrence.
