Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. The manifestations vary and include depressed mood, anxiety or worry (or mixture of these), a feeling of inability to cope, plan ahead, or continue in the present situation, as well as some degree of disability in 9the performance of daily routine. TRADUCTIONS EN CONTEXTE

Afin de garantir la participation appropriée du Parlement européen et du Conseil à la deuxième phase d'application du mécanisme de réciprocité, étant donné la nature politique particulièrement sensible que revêt la suspension de l'exemption de l'obligation de visa pour tous les ressortissants d'un pays tiers figurant sur la liste de l'annexe II du règlement (CE) no 539/2001 et ses implications horizontales pour les États membres, les pays associés à l'espace Schengen et l'Union elle-même, en particulier pour leurs relations extérieures et pour le fonctionnement global de l'espace Schengen, il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne en ce qui concerne certains éléments du mécanisme de réciprocité.
In order to ensure the adequate involvement of the European Parliament and of the Council in the second phase of application of the reciprocity mechanism, given the particularly sensitive political nature of the suspension of the exemption from the visa requirement for all the nationals of a third country listed in Annex II to Regulation (EC) No 539/2001 and its horizontal implications for the Member States, the Schengen associated countries and the Union itself, in particular for their external relations and for the overall functioning of the Schengen area, the power to adopt acts in accordance with Article 290 of the Treaty of the Functioning of the European Union should be delegated to the Commission in respect of certain elements of the reciprocity mechanism.

Takes note of the above-mentioned Commission Report on the overall operation of official controls in the Member States in food safety, animal health and animal welfare, and plant health; points out that the report reveals certain shortcomings with regard to the quality of reports from the Member States and urges the Member States to improve the quality of reporting by improving the conduct of national audits with a view to ensuring fulfilment of the regulatory requirements, by singling out cases of non-compliance and by enhancing the performance of control authorities and food business operators; calls on the Commission to execute efficient monitoring of the controls performed by the Member States;
