L’article 8 de la décision n° 1692/96 dispose que, lors du développement et de la réalisation des projets, les États membres doivent tenir compte de la protection de l'environnement en réalisant des évaluations de l'impact environnemental des projets d'intérêt commun à mettre en œuvre, conformément à la directive 85/337/CEE, et en appliquant la directive 92/43/CEE.
In article 8 of the guidelines 1692/96 it says that when projects are developed and carried out, environmental protection must be taken into account by the Member States through the execution of environmental impact assessments (EIA) of projects of common interest which are to be implemented, pursuant to Directive 85/337/EEC and through the application of Directive 92/43/EEC.

In commenting on the signature Mr Niinisto said: "The EIB attaches a lot of importance to this loan, and this for more than one reason: First, the loan will help with the financing and completion of an essential environmental project that will have a positive impact on the environment for the City of St Petersburg but also in countries having an access to the Baltic Sea; second, it represents the first ever lending of the European Investment Bank in Russia, a key partner of the European Union; and third, the project brings together private and public actors, including IFIs, into a common effort to accelerate the implementation of priority investments.
