Notes that the global financial crisis and the difficulties of the eurozone have highlighted the interdependence of national economies, both within and beyond the EU; emphasises, therefore, the importance of further consolidating economic and financial stability and fostering growth, also in the candidate and potential candidate countries; in these difficult circumstances, stresses the need to provide adequate and better-targeted pre-accession financial assistance to candidate and potential candidate countries; notes the Commission’s proposal for a new IPA, including increased financial support for the financial perspective 2014-2020; stresses, in this regard, the need to simplify and speed up procedures, as well as to strengthen the administrative capacity of the beneficiary countries, in order to ensure a high level of participation in EU programmes and to enhance absorption capacity; points out that a comprehensive position of the European Parliament on the IPA will be presented in the course of the ordinary legislative procedure; highlights the importance of national fiscal stability and the increased focus at EU level on economic governance; recommends that the question of sound public finances be properly addressed in the accession process;

Un État membre qui demande une assistance financière d'un ou plusieurs autres États, du FMI, du FESF, du MEFS ou du MES ou qui en bénéficie prépare en accord avec la Commission – agissant en liaison avec la BCE et, le cas échéant, le FMI –, un projet de programme d'ajustement macroéconomique basé sur les éventuels programmes de partenariat économique et remplaçant ces programmes en vertu du règlement (UE n° ./2012 [établissant des dispositions communes pour le suivi et l'évaluation des projets de plans budgétaires et pour la correction des déficits excessifs dans les États membres de la zone euro], qui comporte également un objectif budgétaire . Le projet de programme d'ajustement macroéconomique remédie aux risques spécifiques que l'État membre en question fait peser sur la stabilité de la zone euro et vise à rétablir rapidement une situation économique et financière saine et durable ainsi que sa capacité à se financer intégralement sur les marchés financiers. Ce projet de programme d'ajustement macroéconomique est basé sur l'évaluation de la soutenabilité de la dette publique et tient dûment compte des recommandations adressées à l'État membre concerné au titre des articles 121, 126, 136 et/ou 148 du traité – et des actions entreprises pour s'y conformer – tout en visant à élargir, renforcer et approfondir les mesures requises. Le programme d'ajustement macroéconomique respecte les pratiques et les institutions nationales en matière de formation des salaires et, dans la mesure du possible, tient compte du programme national de réforme de l'État membre concerné dans le contexte de la stratégie de l'Union pour la croissance et l'emploi. Le projet de programme d'ajustement macroéconomique respecte pleinement l'article 151 du traité et l'article 28 de la charte des droits fondamentaux de l'Union européenne.
1. A Member State requesting or receiving financial assistance from one or several other States, the IMF, the EFSF, the EFSM or the ESM shall prepare in agreement with the Commission - acting in liaison with the ECB and, where appropriate, with the IMF - a draft macroeconomic adjustment programme which shall build on and substitute any economic partnership programmes under Regulation (EU) No ./2012 [on common provisions for monitoring and assessing draft budgetary plans and ensuring the correction of excessive deficit of the Member States in the euro area], which shall also include annual budgetary target. The draft macroeconomic adjustment programme shall addresses the specific risks emanating from that Member State for the financial stability of the euro area and shall aim at rapidly re-establishing a sound and sustainable economic and financial situation and restoring its capacity to finance itself fully on the financial markets. The draft macroeconomic adjustment programme shall be based on the assessment of the sustainability of the government debt and shall take due account of the recommendations addressed to the Member State concerned under Articles 121, 126, 136 and/or 148 TFEU - and its actions to comply with them - while aiming at broadening, strengthening and deepening the required policy measures. The draft macroeconomic adjustment programme shall respect the practices and institutions for wage formation and industrial relations in the Union and shall, where possible, take into account the national reform programme of the Member State concerned in the context of the Union strategy for growth and jobs. The draft macroeconomic adjustment programme shall fully observe Article 151 TFEU and Article 28 of the Charter of Fundamental Rights of the European Union.

3. Aux fins du présent règlement, on entend par «autorité de gestion commune», toute autorité publique ou privée et tout organisme, notamment l'État lui-même, opérant au niveau national, régional ou local, désignés conjointement par l'État membre ou les États membres et le pays ou les pays partenaires participant à un programme opérationnel conjoint, dotés de la capacité financière et administrative nécessaire pour gérer l'assistance communautaire et légalement habilités à conclure les accords requis aux fins du présent règlement.
3. For the purpose of this Regulation ‘joint managing authority’ shall mean any public or private authority or body, including the state itself, at national, regional or local level, designated jointly by the Member State or States and the partner country or countries covered by a joint operational programme, having the financial and administrative capacity to manage Community assistance and having the legal capacity to conclude the agreements necessary for the purpose of this Regulation.

11. félicite la Bulgarie d'avoir été l'hôte du lancement de la "Décennie de l'inclusion des Roms", le 2 février 2005, et reconnaît l'engagement de la Bulgarie en faveur de l'intégration des Roms par l'adoption d'une législation antidiscrimination très complète; prend acte avec satisfaction de l'élaboration d'un programme national visant à améliorer les conditions de logement dans les zones urbaines majoritairement habitées par des Roms et d'autres minorités ethniques; demande néanmoins instamment la mise en œuvre effective de mesures pratiques et concrètes, notamment en ce qui concerne le comblement du désavantage en matière d'éducation et le taux de chômage élevé dans la communauté rom; constate la nécessité de prévoir des interventions en matière d'infrastructures, afin d'améliorer les conditions de vie, en tant qu'éléments d'une stratégie de régénération disposant de ressources adéquates, et de porter l'attention sur la fourniture de soins de santé et de services publics et sociaux sans discrimination; souligne qu'une réussite de l'intégration de la communauté des Roms dépend de la capacité de garantir que les Roms se voient offrir la possibilité de participer activement à la conception et à la mise en œuvre de stratégies et de programmes visant à réaliser ces objectifs;

Congratulates Bulgaria on hosting the launch of the 'Decade of Roma Inclusion' on 2 February 2005 and recognises the Bulgarian commitment to the integration of Roma through adoption of comprehensive anti-discrimination legislation; notes with satisfaction the development of a national programme aimed at improving housing conditions in urban areas overwhelmingly inhabited by Roma and other ethnic minorities, but urges more effective implementation of practical and substantive measures, in particular in regard to tackling educational disadvantages and the high rates of unemployment within the Roma community; notes the need for infrastructure interventions to upgrade and improve living conditions as part of an adequately resourced regeneration strategy, and for attention to be paid to the provision of health care and public and social services without discrimination; stresses that the successful integration of the Roma community is dependent on ensuring that Roma are given the chance to be actively involved in the design and implementation of strategies and programmes that aim to achieve these goals;
