Le présent avis d’appel à propositions s’appuie sur la décision no 1718/2006/CE du Parlement européen et du Conseil du 15 novembre 2006 portant sur la mise en œuvre d’un programme de soutien au secteur audiovisuel européen (MEDIA 2007) (1).
This notice of a call for proposals is based on Decision No 1718/2006/EC of the European Parliament and of the Council of 15 November 2006 concerning the implementation of a programme of support for the European audiovisual sector (MEDIA 2007) (1).

En application de l’article 4, paragraphe 1, de la décision 2005/56/CE de la Commission (2), l’agence exécutive «Éducation, audiovisuel et culture» (ci-après dénommée «l’agence») s’est vu confier la gestion de certains volets de programmes communautaires dans les domaines de l’éducation, de l’audiovisuel et de la culture, et plus particulièrement la gestion du programme de soutien au secteur audiovisuel européen (MEDIA 2007) (2007-2013), établi par la décision no 1718/2006/CE du Parlement et du Conseil (3), du programme d’encouragement au développement des œuvres audiovisuelles européennes (MEDIA Plus — développement, distribution et promotion) (2001-2006), établi par la décision 2000/821/CE du Conseil (4), et du programme de formation pour les professionnels de l’industrie européenne des programmes audiovisuels (MEDIA-formation) (2001-2006), établi par la décision no 163/2001/CE du Parlement européen et du Conseil (5).
Under Article 4(1) of Commission Decision 2005/56/EC (2), the Education, Audiovisual and Culture Executive Agency (hereinafter referred to as the Agency) has been entrusted with the management of certain strands of Community programmes in the fields of education, audiovisual and culture, and in particular with the management of the support programme for the European audiovisual sector MEDIA 2007 (2007-13), established by Decision No 1718/2006/EC of the Parliament and of the Council (3), the programme to encourage the development of European audiovisual works, MEDIA Plus — Development, Distribution and Promotion (2001-06), established by Council Decision 2000/821/EC (4), and with the training programme for professionals of the European audiovisual programme industry MEDIA-Training (2001-06), established by Decision No 163/2001/EC of the European Parliament and of the Council (5).

MEDIA 2007 est le nouveau programme de soutien au secteur audiovisuel européen. Il succède aux programmes MEDIA Plus et MEDIA Formation.
MEDIA 2007 is the new programme of support for the European audiovisual sector, following on from the MEDIA Plus and MEDIA Training programmes.

Le nouveau programme de soutien au secteur audiovisuel contribue également de façon significative à l'objectif de simplification des instruments communautaires. L'intégration des deux programmes MEDIA actuellement en cours en un seul programme reflète les besoins du secteur et notamment la nature hétérogène des marché européens, en termes socio-économiques, financiers et de régulation.
The integration of the two current MEDIA programmes into a single programme reflects the needs of the sector and notably the heterogeneous nature of the European markets, in socio-economic, financial, and regulatory terms.

La proposition de la Commission pour le programme MEDIA 2007 est destinée à succéder aux programmes de soutien au secteur audiovisuel européen MEDIA Plus et MEDIA Formation. Selon cette proposition, le nouveau programme sera conçu comme un programme unique qui regroupera les deux volets existants (développement, distribution, promotion / formation). Il couvrira la période 2007-2013.
Proposal of 14 July 2004 for a Decision of the European Parliament and the Council concerning the implementation of a programme of support for the European audiovisual sector (MEDIA 2007) [COM(2004) 470 final - Not published in the Official Journal]. The MEDIA 2007 programme being proposed by the Commission will follow on from the MEDIA Plus and MEDIA-Training programmes of support for the European audiovisual sector. The new programme is conceived as a single programme combining the two existing parts (development, distribution, promotion / training). It will cover the period 2007-2013.
