Une communication distincte «Aménagement du territoire et environnement - la dimension territoriale» est en préparation et traitera la question de l'aménagement rationnel du territoire, comme prévu dans le 6e programme d'action pour l'environnement.
A separate Communication "Planning and Environment - the Territorial Dimension", is in preparation and will deal with rational land-use planning, as addressed by the 6th Environment Action Programme.

Le volet A du programme INTERREG (coopération transfrontalière) compte l'aménagement du littoral (y compris la préparation des orientations communes relatives à l'aménagement du territoire dans les zones côtières) parmi les champs d'intervention prioritaires et les mesures d'éligibilité.

In 1994-99, the Commission distributed the ERDF resources available for innovative actions (less than 1% of the Structural Fund budget) among eight themes: new sources of employment, culture and heritage, spatial planning (Terra), urban pilot projects (UPPs), internal interregional co-operation (Recite II), external interregional co-operation (Ecos-Ouverture), promotion of technological innovation (RIS and RTTs) and the information society (RISI I and II).

Emphasises that targeted RD cooperation could foster important world-wide opportunities for European-led R therefore, urges that national and regional research systems be connected with networks in Europe and beyond, while guaranteeing the coherence of national and regional research programmes and priorities of European interest, such as the EIT in particular, be ensured; in this connection, calls on the Commission to acknowledge the importance of spatial and regional sciences for territorial cohesion, with particular reference to the European Spatial Planning Observation Network 2013 programme; believes that territorial cooperation should be developed as a means of achieving critical mass and preparing for internationalisation; therefore calls on the Member States to remove cross-border administrative barriers that hinder cooperation between knowledge institutions; recommends the open coordination method for comparing best national practices in this field;

Eu égard à l'expérience acquise en matière de développement rural par le biais du programme LEADER, et des enseignements à tirer des projets-pilotes en matière d'aménagement du territoire mis en oeuvre dans le cadre du programme TERRA, il est proposé de mettre en place une stratégie visant à améliorer l'approche intégrée et territoriale des zones de montagne, en tenant compte des interactions entre les différents niveaux de décision (intégration verticale), et en particulier d'organiser un séminaire sur les "zones de montagne et l'aménagement du territoire", de préparer une "Communication de la Commission au Conseil sur les zones de montagne de l'UE", en étendant et en adaptant aux zones de montagne la méthode appliquée aux zones côtières, telle qu'elle est présentée dans la "Communication de la Commission au Conseil et au Parlement européen sur la gestion intégrée des zones côtières", de définir et de soumettre à l'approbation du Conseil, à partir de cette "Communication", un "Plan d'action communautaire à l'intention des zones de montagne", qui regrouperait de façon transversale un ensemble d'actions susceptibles d'êtres conduites par l'Union à travers différents règlements, programmes et initiatives communautaires.
Given the experience acquired in the field of rural development under the LEADER programme and the lessons that could be drawn from pilot projects on land-use planning implemented under the TERRA programme, it is proposed that a strategy be formulated designed to improve the integrated regional approach to mountain areas, taking into account the interaction between various decisionmaking levels (vertical integration) and in particular that a seminar should be held on 'mountain regions and land-use planning'; a communication from the Commission to the Council on EU mountain regions should be drawn up, extending and adapting to mountain regions the method applied to coastal areas as set out in the Commission communication to the Council and the European Parliament on the integrated management of coastal zones; on the basis of that communication, a Community action plan for mountain areas should be drawn up and submitted to the Council for approval, grouping together horizontally a package of measures which could be carried out by the Union under different Community regulations, programmes and initiatives.
